- This is a re-posting of a previous posting due to technical difficulties. Please refer to Sources Sought Announcement N00019-17-P1-PMA-290-0014 for background information regarding this procurement. The purposes of this posting are: 1. to announce that NAVAIR intends to compete the planned procurement as a 100% small business set-aside; 2. in advance of releasing the final RFP, to release draft versions of the CDRLs, Unclassified Statement of Work (SOW), and unclassified specification; 3. to provide instructions for interested parties to request and obtain draft versions of the classified portions of the SOW and Specification; and 4. to elicit from interested parties questions and comments regarding the aforementioned draft documents. 1. 100% Small Business Set-Aside Competition. Based on reviews of capability statements received and in coordination with the NAVAIR Office of Small Business Programs, the Contracting Officer has elected to pursue a Small Business Set-Aside under NAICS 334111. The PSC for this requirement is 1610; the NAICS is 334111 with a size standard of 1,250 employees. All eligible small business are encouraged to compete for contract award. In addition, please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work itself in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business' general and administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. Joint ventures should also be aware that the cost of performance by both small business concerns is utilized in calculating its performance to comply with FAR 52.219-14. Since at least a portion of the resultant contract will be on a cost-type basis, the successful awardee will also be required to have a Government approved accounting system upon contract award. Any resulting contract is anticipated to have a security classification level of SECRET. 2. Draft Unclassified CDRLs, SOW, and Specification. In order to receive the attachments, interested parties must submit an email request for the information to the contract specialist and contracting officer listed with the posting. This request must include the interested party's CAGE Code and a point of contact to receive the information to include contact name, business e-mail, and phone number. Once approved, the interested party will receive email notification for how to receive the attachments, pending all the information in the request supports access to sensitive information. These documents are subject to change. Interested parties are invited to submit questions and comments regarding the documents. The deadline for submitting questions and comments related to the unclassified documents is 5:00 p.m. Eastern Daylight Savings Time on 10 May 2016. Questions and comments are required to be submitted by email to the contract specialist and contracting officer listed with the posting. 3. Classified Portions of SOW and Specification. In order to receive classified information pertinent to this announcement, interested parties must submit an official request for the information to the contracting office. This request must include the responding party's CAGE Code and a point of contact to include contact name and phone number in order to receive any classified information. Once received, the document should ship within 24 hours, pending all the information in the request supports the delivery and storage of classified information. Classified information is not sent out on Fridays or the day before a holiday. The deadline for submitting questions and comments related to the classified documents is 5:00 p.m. Eastern Daylight Savings Time on 17 May 2016. All classified questions and comments are required to be sent to PMA 290's classified mailing address. The outer envelope needs to be attention Security. The inner envelope needs to be marked for the intended party, LCDR Douglas Drake. Outer envelope address: Department of the Navy, Program Executive Office, ATTN: SECURITY, PMA290, BLDG 2185, SUITE 3190, 22347 Cedar Point Road, NAS PATUXENT RIVER, MD 20670-1161. 4. General Information. Information submitted in response to this posting is submitted at no cost to the Government and will not be returned. The Government is under no obligation to provide responses or comments to information received from interested parties, but may request additional information following review. If the interested person is a foreign concern or if a U.S. interested party has a team member or partner who is a foreign entity, adherence to all International Traffic and Arms Regulations (ITAR) is required. DO NOT SEND ANY CLASSIFIED INFORMATION VIA UNCLASSIFIED EMAIL. The interested party shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified and classified information and to control distribution of controlled unclassified and classified information in accordance with the National Industrial Security Program Operating Manual (NISPOM) and DoDM 5200.01, Information Security Manual. All controlled unclassified information shall be appropriately identified and marked as For Official Use Only in accordance with DoDM 5200.01, Information Security Program: Controlled Unclassified Information (CUI) Volume 4 (enclosure 3) and DoD 5400.7-R (Freedom of Information Act Regulation) (Chapter 3).
