- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Nanostring Technologies, 530 Fairview Avenue N., Suite 2000, Seattle, Washington 98119-4261 to procure the following: Procurement: 1. XT_GX CodeSet 386 rxn, XT-GXA-P1CS-384 (500 Genes x 384 Rxns), Quantity: One Each, Item Number: 116000004. 2. Shipping and Handling, Quantity: One Each. Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency seeking fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI), mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. The NHGRI/DIR Cardiovascular Disease Section (CDS) conducts a broad program of clinical and translational research seeking a greater understanding of the genomic basis of human cardiovascular disease. A major component of our research centers on understanding transcriptome changes contributing to cardiovascular disease phenotypes such as resistant hypertension and coronary calcification. Purpose and Objectives : The purpose of this procurement is for expression profiling of selected mRNA transcripts to validate previous results from RNA-Seq experiments. The goals of the NHGRI/DIR Cardiovascular Disease Section (CDS) and NHGRI/DIR Social Epidemiology Research Unit (SERU) include identifying sites of epigenetic modifications contributing to cardiovascular disease endpoints such as resistant hypertension and coronary calcification. Epigenetic modifications such as DNA methylation have been implicated in cardiovascular disease, including atherosclerosis. DNA methylation polymorphisms may be used as an early biomarker of atherosclerosis since they are present before lesions are observed, which may provide an early tool for detection and risk prevention; therefore, it is an essential component of the GENE-FORECAST® study's in-depth cardiovascular phenotyping. NanoString Technologies®, Inc. nCounter Analysis system uses a novel digital technology that is based on direct multiplexed measurement of gene expression and offers high levels of sensitivity (<1 copy per cell) and precision. The technology uses molecular barcodes and single molecule imaging to detect and count hundreds of unique transcripts in a single reaction. NHGRI will contract with NanoString Technologies, to continue provide for NHGRI evidence of ability and experience to simultaneously measure expression of ~600 genes including isoform-specific expression and splice variant analysis Period of Performance: 12-Months Upon Award Regulatory Authority: The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-87-2, April 6, 2016. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13 Simplified Acquisition Procedures (SAP) at the amount not exceeding the Simplified Acquisition Threshold (SAT) under $150,000.00. Statutory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), Soliciting from a single source is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13--Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Additional Information : The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). Industry Classification (NAICS) Code is 339999-All Other Miscellaneous Manufacturing and the Small Business Size Standard is 500. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
