Description
The Space and Naval Warfare Systems Command (SPAWAR), in support of the Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I) Shore and Expeditionary Integration Program Office (PMW 790), intends to issue a sole-source contract under the authority of 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1 to Unisys Corporation of Reston, VA. The procurement will provide technical/ engineering support and software maintenance/sustainment for the U.S. Navys Nuclear, Command, Control, and Communications (NC3) Nova System. NC3 Nova System is the Navys messaging backbone system that interfaces with other legacy communications systems over direct connect and Secret Internet Protocol Router Network (SIPRNet) Internet Protocol (IP) based circuits to receive, store, and forward high volumes of message traffic between shore-based commands and activities throughout the Department of Defense. Nova provides reliable, secure, and guaranteed messaging. The sustainment and maintenance for the Nova system are crucial to ensuring the reliability of the nuclear force command and control. As the original developer and sole maintainer of the Nova software source code, Unisys has unique and detailed knowledge of the Nova system architecture and owns the data rights and the proprietary software. Unisys is the only company technically capable in performing all of the efforts covered by this synopsis. The prospective contract will have a one-year base period of performance and four (4) one-year option periods. The contract award is anticipated to be in mid-FY 2017. The NAICS Code for this procurement is 541511 with a size standard of $27.5M. This notice of intent is not a request for competitive proposals or a solicitation of offers. However, interested firms may submit a capability statement or proposal responding to the requirements. All proposals received within 30 days after date of publication of this synopsis will be considered by the Government. A determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.
