- Description
- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Mountain Air Systems, Inc. upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL intends to purchase a customized refrigeration system to be installed on the underside of a Heavy Vehicle Simulator (HVS). The system must entail the following specifications: 1) The HVS undercarriage requiring controlled ambient temperature refrigeration is 30 feet (l) x 11 feet (w) x 6 feet (h); 2) The contractor shall provide panels to combine to form an improvised skirt, which shall contain refrigerated air around the undercarriage (e.g. insulated panels). The insulated panels should be removable by two persons (e.g. each panel less than 100 lbs.). This improvised skirt should span the entire undercarriage on three sides, blocking the heat from the HVS on the top of the undercarriage, and maintaining a seal with the pavement on the sides with a flexible interface (brush guard or other solution) to allow for minor bumps/elevation changes in the pavement surface. CRREL will conduct all installation of brackets and fixtures to connect the panels to the HVS. The panels should be delivered with a connecting fixture to connect to each other and to the HVS; 3) The contractor shall build a cooling system for the HVS to maintain temperature with the improvised skirt area of, at minimum, +/- 5°C with goal +/- 3 °C over the entire skirt volume of air for most operational environments; 4) The cooling system should be housed on a separate trailer provided by the contractor, which can be legally towed by a standard pickup truck with total trailer and cooling system weight not to exceed 10,000 lbs. The trailer should meet New Hampshire (NH) road worthiness criteria to include light and brake connections, and standard ball hitch; 5) The cooling system does not need to include a portable generator but should have quick disconnects to be operated by a generator to be provided by CRREL at a later date. The cooling system should also be able to connect and operate on 208-230V supply electricity; 6) Cooling ducts should be installed to connect from the trailer-mounted condenser to the HVS skirt, through an established port(s) in the panels. Total number of ports should be established as determined by the contractor in order to meet the cooling system temperature variance goals above; 7) The cooling ducts should have quick disconnects to allow for removal and HVS movement within 2 hours with a two person crew; 8) The contractor shall employ temperature sensors to verify the variability of the ambient temperature throughout the skirt, and to automatically control the refrigeration system; 9) The contractor shall provide a digital display of all temperature sensors on the trailer; 10) The contractor shall deliver assembly materials specified in a separate bill of materials document, not to exceed $15,000; 11) Provide an operator's and maintenance guide for the refrigeration system. Mountain Air Systems, Inc. was identified as the only source reasonable available to design and install on-site a custom refrigeration system to control the air temperature on the underside of a HVS in accordance with the Government's specifications. The associated North American Industry Classification System (NAICS) code is 334512, which has a size standard of 500 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 09:00 AM CST, 13 MAY 2016 to kim.d.roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
