- This is a Request for Information (hereinafter Notice). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor, a promise to issue a solicitation in the future. The purpose of this Notice is to obtain knowledge and information for project planning purposes only. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Notice. All costs associated with responding to this Notice are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The U.S. Government will not be liable for nor suffer any consequential damages resulting from any proprietary information not properly marked and clearly identified. Proprietary information received in response to this Notice will be safeguarded and handled in accordance with the Freedom of Information Act and FAR policy. Respondents may execute a Non-Disclosure Agreement (NDA) with the U.S. Department of the Treasury, Bureau of Engraving & Printing (BEP) (see attached). The BEP is interested in obtaining, testing, and evaluating a near-market technology and/or material with potential application as overt, visual authentication features on future generations of U.S. Federal Reserve notes (note). A technology and/or material is considered near-market if it has matured and requires no Government funded Research & Development (R&D). Technologies and/or materials offered should provide effective counterfeit deterrence against all types of threats including traditional printing as well as digital reproduction. Technologies and/or materials proposed as counterfeit deterrent features may be incorporated into the note (inks, substrate) or applied to the note, and should not require the use of any external device for verification. An effective overt counterfeit deterrent feature should be extremely difficult to simulate or duplicate, but should be easy to authenticate by the public under most lighting conditions. The BEP is also interested in technologies and/or materials that can be destroyed, if attempted to be harvested, and meets the durability standards to last the life of the note. The U.S. Code requires the use of distinctive materials on Federal Reserve notes, including distinctive paper and distinctive counterfeit deterrent technologies. The desired technology and/or material proposed as an overt security feature shall be clearly distinguishable from any technology and/or material available in the global market and conform to the requirement provided in 31 C.F.R. Part 601. For reference only, the Special Contract Requirement or one that is substantially similar governing EXCLUSIVITY OF USE is produced below. Exclusivity is a requirement of any resulting contract and/or agreement for an overt security feature. It is noted however, that the terms and conditions surrounding the exclusivity requirement will be subject to negotiation. (b) Exclusivity of Use For the U.S. Government to consider a security feature and/or "subject invention", the Contractor must adhere to this exclusivity clause for the duration of any contract and/or agreement between the BEP and the Contractor covering the security feature and/or "subject invention" (the "Exclusivity Period"). The Contractor gives the U.S. Government exclusive authorization and consent (without prejudice to any rights of indemnification) for all use and manufacture of the security feature and/or "subject invention" covered by any intellectual property made under this contract. The Contractor may not enter into contracts and/or agreements regarding a security feature and/or "subject invention" with third parties during the Exclusivity Period. If the Contractor fails to adhere to this exclusivity prerequisite, the U.S. Government may decide to cease all work with the Contractor and not use the security feature and/or "subject invention" being developed herein in FRNs. In addition, the U.S. Government expects the Contractor to adhere to the exclusivity requirement regarding the security feature(s) and/or "subject invention(s)" incorporated in FRNs in perpetuity, in accordance with 18 U.S.C. § 474A. If the Contractor seeks to disclose or use a security feature and/or "subject invention" or any intellectual property related thereto developed under this contract in any other business opportunity, the Contractor shall submit, in writing, a letter notifying the CO and COR, as soon as reasonably possible, of its plan for use of the security feature and/or "subject invention" and/or any intellectual property developed by the Contractor under this contract. SUBMISSIONS: Technologies and/or materials submitted for consideration will be reviewed for inherent and relative effectiveness as an overt security feature, and may be further assessed for compatibility with design and production factors, durability, environmental acceptability, and other processing requirements. For initial screening purposes, interested Respondents are requested to submit a brief response (5 pages or less) providing: • A brief technical description of the technology and/or material proposed as an overt security feature, to include an assessment of its Technology Readiness Level, • An assessment of the technology and/or material uniqueness, • Confirmation of willingness to exclusively provide the technology and/or material to the BEP, and • Description of relevant technology marketing activities. The BEP reserves the right to contact Respondents regarding their technology and/material for additional information regarding the brief response submitted as part of this market research effort and to request an exemplar for further assessment.
