Description
NON-COMPETITIVE SYNOPSIS ***PLEASE CONTACT HAROLD SMITH/ARCS WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO HAROLD.SMITH-1@NASA.GOV *** NASA/MSFC has a requirement for the purchase of FM209-1M material. NASA/MSFC intends to purchase the FM209-1M Film Adhesive from Cytec Engineered Materials on a sole source basis. The MSFC EM42 Valves, Nonmetals Manufacturing Branch, chose Cytec Engineered Material as the manufacturer and only supplier of FM209-1M film adhesive. This an exclusive Cytec Product. FM209-1M film adhesive has been chosen as the film adhesive material of choice for use in fabrication of the SLS Payload Attach Fitting (PAF) Risk Reduction Development Articles. This material has been used in components for other NASA composite projects (CCTD 2,4m and 5.5m tanks), and has properties which make it attractive for use in the SLS PAF. The unique construction and environments to be encountered by SLS PAF require a material with an extended shelf life and resistance to damage. It is also required that the material be compatible with the primary skin material. NASA has an existing data base and experience with the FM209-1M. Other material systems were examined but none were found to be acceptable. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 05/04/2016 by 2:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
