- Subject: The scope of this project is for procurement of Joint Operations Center Equipment (JOC) for a Maryland Army National Guard (MDARNG) located at Towson Readiness Center. Purpose: The Special Operations Detachment of MDARNG proposes to enter into a Firm-fixed Price contract for JOC equipment. Towson Readiness Center requires this equipment in order to increase their capabilities by enhancing their operating picture as it relates to supporting civil missions. Synopsis: This is combined synopsis/solicitation for commercial items prepared in accordance with the format prescribe in the Federal Acquisition Regulations (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912K6-16-Q-0033 is issued as a request for quotation (RFQ). The results of this requirement will be a Firm-Fixed priced (FFP) contract. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The contractor shall provide contract line item Number (CLIN): CLIN 0001 JOC Equipment Characteristics listed below: 1. Flat Panel Monitor array (qty. 1): a. Will consist of four (4) 65" 1080p LED flat screen televisions mounted on collapsible frame b. The televisions will be mounted in landscape orientation and will be one (1) horizontal row of four (4) units with a centerline of approximately 70" height above floor. Alternative configurations may be acceptable but must be approved by customer prior to fabrication. Televisions shall be NEC E655 or equivalent, with deviations approved by customer. c. The collapsible frame will be of steel or aluminum construction and fabricated to facilitate ease of setup or takedown. The frame will mount the televisions securely and be designed so as not to present a hazard of tipping, even if erected on an uneven surface. Contractor will provide technical drawing for customer approval of frameset configuration prior to fabrication. All components, to include frame, will collapse and store into rugged, weather resistant, shock mitigating transit case. d. Will not exceed the dimensions of 94" in overall height and 22" in overall width when assembled 2. Computer workstations (qty. 6): a. Will consist of work table with four (4) attached 26" LED 1080p monitors and integrated data and HDMI video connections. Monitors will be mounted in a landscape orientation, side by side (1 horizontal row of 4 units), (2) per operator, facing towards operator. Monitors will be wired with HDMI connections to extend PC desktops b. I/O panel located below the displays will provide connections for 120 VAC power, two switched data networks and HDMI video distribution. PC video can be sent to the overhead monitors and to an external display source. The case I/O panel hosts connections for external 120 VAC power c. Will include all necessary cabling, transit cases, and hardware to erect, collapse, transport and store equipment. Workstations will collapse into transit case for transport. Transit cases will be rugged, weather resistant and shock mitigating d. Will include two (2) chairs per table 3. Video Distribution Unit (VDU) (qty. 1): a. Video/audio switching system supporting twelve (12) HDMI, two (2) composite inputs and eight (8) HDMI outputs. System features two (2) multi-image processors each capable of displaying up to four (4) separate video/image sources through a single projector or TV/monitor. Each of these image windows can be resized, moved and named. b. Audio system supports two (2) XLR microphone and two (2) line level inputs and two (2) line level outputs. c. VDU system operates off of 120 VAC and all components are plugged into an uninterrupted power source (UPS) to protect valuable electronics. The VDU system is controlled by a touch-panel display or by a browser-based Graphical User Interface (GUI). All components are mounted inside a rugged, weather-resistant, shock-mitigating case. d. VDU will include two (2) audio speakers and minimum of one (1) microphone and all required cables/wiring 4. Projector Unit (qty. 1): a. Rapid setup/strike, single display projection system consisting of a light-weight, aluminum frameset, 60 in. diagonal screen and one (1) 1024x768 (XGA) DLP projector. System features front or rear, below screen projection and HDMI input (minimum). System includes a pen-based, interactive hardware/software for collaborative engagement, includes 25 ft. HDMI cable. All components shall fit inside transit case. 5. Ancillary Items a. Wiring/cables - all wiring/cables will be provided to support the audio visual system. Wiring/cables include but not limited to internal and external power, HDMI, and audio cables as needed for operation of the system. All cables necessary for power, video or data interconnection between workstations, VDU and monitors shall be provided. b. Minimum video/network wiring: i. Six (6) 25" CAT6 Red ii. Six (6) 25" CAT6 Green iii. Eighteen (18) 25" HDMI iv. Twelve (12) 3" CAT6 Red v. Twelve (12) 3" CAT6 Green vi. Twelve (12) 5" HDMI c. Hardware - all materials needed to erect, collapse, transport and store equipment Contract Type and Evaluation Criteria: Award will be made to the responsive and responsible offeror whose offer results in technical capability and the lowest total price for the purchase. The NAICS is 334310, Audio and Video Equipment Manufacturing. The small business size standard is 500 employees, and will be a competed action, 100% small business set-aside. Period: Items to be On-site NLT 01 August 2016 Notes: Initial setup of equipment will be performed by contractor. Contractor will provide all necessary training and customer support for familiarization and use of equipment. Only new equipment will be provided. Refurbished Hardware or Software is not authorized. Contractor shall provide one-year service contract and one-year warranty on all equipment. Contractor will provide technical drawing and detailed specifications (to include brand and model of all components) to customer for approval prior to fabrication. Customer retains the final approval authority for all specifications for components/assemblies provided by the Contractor and must approve in writing. The entire system shall be tested before acceptance. Acceptance criteria shall include: all cabling labeled and diagram provided as needed and all equipment functional for intended purpose. All equipment shall be furnished no later than 90 days after contract award.
