Description
NOTICE: This is not a solicitation but rather a Sources Sought to determine capability of potential sources and is for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining whether this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 333922 (size standard 500 Employees). The Government will use this information to determine the best acquisition strategy for this effort. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government highly encourages all interested parties respond to this notice if you can fulfill the requirement. Additionally, provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any awards be made as a result of this Sources Sought. The AF will NOT be responsible for any costs incurred by interested parties in responding to this request. This FedBizOps notice is an announcement seeking market information on businesses capable of providing the items as described herein and within the draft PS attached. The information requested by this Sources Sought will be used within the AF to facilitate decision making and will not be disclosed outside the agency. All information submitted by respondents that they consider confidential and not releasable to third parties outside of the AF, and its employees, agents, consultants, and representatives, must be clearly and conspicuously so marked. The United States Air Force (AF) Ogden Air Logistics Complex (OO-ALC) is seeking sources to provide and install four (4) vertical carousels through the use of an Firm Fixed Price contract. Please Note: Vertical Lift Modules (VLM) are not a suitable substitution or equivalent solution. To standardize our production processes the units proposed in this sources sought must be vertical carousels that conform to Inter-Member Matching of existing units due to form, fit and function of our existing 12 units. The Government is researching the industry availability of carousels that meet the following salient characteristics: 1. Be a current production model (Prototype or 1st articles will not be accepted). 2. Have a max. size of 208" wide x 128" deep x 272" tall. 3. Have a min. storage capacity 34,600 lbs gross live load. 4. Have a min. of 10 pans at least 12' wide x 3' high x 3' deep. 5. Have pans with a min. of 3' tall side and back walls for part containment. 6. Have a min. of 13 full width intermediate shelves. 7. Have a min. capacity of 1,000 lbs./pan with a min. capacity of 400 lbs./shelf. 8. Have a min. 12 mil rubberized coating on pans, pan walls and shelves. 9. Have a trunnion & scissor pan carry system with a min. 7.5 HP drive motor. 10. Have lockable dual access windows with user controls at both windows. 11. Incorporate automatic safety stops. 12. Have a command driven interface with asynchronous responses communicating through an ASCII RS232C 9 pin connection (or approved equivalent). Pan positioning shall be directed from Air Force automation control host system MPS/D230 using ASCII commands. The controller shall respond when commands are completed and not require continuous polling to determine completion status. REQUEST FOR INFORMATION QUESTIONS AND CAPABILITY STATEMENT: The Government has developed a list of information to facilitate discussion and influence the acquisition strategy. The attached DRAFT Purchase Specifications (PS) represents the C-130 FOM Carousel requirements. Based on the PS and the questions included in this sources sought, please provide a brief capability statement (no more than 10 pages) addressing your company's ability to provide units of this magnitude and nature. To ensure all answers are considered in the development of this acquisition, submit the capability statement no later than as specified in this announcement. Send all responses no later than Friday 29 April 2016 at 4:00 p.m. MST to James.Vaughan.6@us.af.mil with the subject heading ‘C-130 Vertical Carousel Sources Sought and Capability Statement'. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9001, AS9100, etc.) 4. Provide detailed information (specifications, schematics, drawings, etc.) pertinent to current production models which meet or are within the allowable variance of the specifications in the attached PS. 5. Discuss production lead times for the manufacture, delivery and installation of units. a. How soon after contract award could the first unit be delivered? b. At what production rate could additional units be produced and delivered? c. How soon after delivery can primary installation be completed with all crane and heavy equipment work completed? d. How long after primary installation beginning can final set-up and commissioning be completed? e. Can the installation of the units be phased? 6. Does your software comply with the following interface requirements? a.
