Description
1. Position Title: Vulnerable Populations Unit (VPU) Leader 2. Market Value: GS-14 - $87,263 to $113,444. Final compensation will be based upon the candidate past salary and work history, experience, and educational background of the successful candidate. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: One year only contract. 5. The U.S. Agency for International Development Mission in Uganda seeks to employ a U.S. (U.S. and Resident Aliens) offshore or resident in Uganda and Third Country National Personal Services Contractor to manage the VPU team and supervise the development, planning and execution of strategies, policies and activities necessary to deliver high-quality food and nutrition security programs in Uganda.6. Education and work experience: Bachelor's degree from an accredited U.S. or internationally recognized institution with significant study in, but not limited to, public health, agriculture, nutrition, food and agricultural economics, international development, humanitarian assistance, or other related field. A total of at least seven (7) years of progressively responsible experience in humanitarian assistance and/or international development, of which three (3) years' experience must be related to food security, agriculture and programs for vulnerable populations. Two (2) years of overseas professional experience is required. OR A Master's degree from an accredited U.S. or internationally recognized institution with significant study in, but not limited to, public health, agriculture, nutrition, food and agricultural economics, international development, humanitarian assistance, or other related field. A total of at least six (6) years of progressively responsible experience in humanitarian assistance and/or international development, of which three (3) years' experience must be related to food security, agriculture and programs for vulnerable populations. Two (2) years of overseas professional experience is required. 7. Technical Knowledge: Comprehensive knowledge of current best practices in developing countries with knowledge of food security, agriculture, food assistance and humanitarian assistance. Ability to identify, formulate and apply effective strategy to deliver high-quality food assistance programs in Uganda. 8. Management/Supervision Experience: Minimum 2 years' experience successfully managing diverse team. 9. Language and Communication Skills: Strong presentation, communication skills and fluency in English. 10. Others: Intermediate level computer skills, to include knowledge of Microsoft Word and Excel, e-mail, and the internet; Ability to obtain a USG security clearance; Ability to obtain a Department of State medical clearance; Verification of academic credentials and/or job references upon request. 11. Applicants who meet the Education/Experience requirements and Selection Factors will be further evaluated based on scoring of the Quality Ranking Factor (QRF) response. Those applicants determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks. Applicants are required to address each of the QRFs on a separate sheet describing specifically and accurately what experience, training, education, and/or awards they have received that are relevant to each factor. Applicant's name and the announcement number must be included at the top of each additional page. Failure to address the Selection Factors and/or QRFs may result in your not receiving credit for all of your pertinent experience, education, training, and/or awards. Additionally, interviews and writing samples may be requested only from the top scoring candidates. USAID reserves the right to conduct telephonic interviews with the most highly ranked applicants and make the interview a deciding factor in selection. 13. Notice to Applicants: USAID reserves the right to obtain from previous employers relevant information concerning the applicant's past performance, technical knowledge, required skills, including teamwork and team-building experience and may consider such information in its evaluation. Ethics and trustworthiness considerations will receive particular scrutiny throughout the Program. Training, and any other sources deemed appropriate, will be reviewed for any signs of potential risks or cautions that might be detrimental to the responsibilities inherent to this Program. Such risks or cautions may result in disqualification for purposes of being appointed a contracting specialist. USAID/Uganda shall not pay for any expenses associated with the interviews. Introduction: The VPU Leader is a senior member of the Economic Growth team. S/he manages the VPU team and supervises the development, planning and execution of strategies, policies and activities necessary to deliver high-quality food and nutrition security programs in Uganda. S/he guides the team and ensures the effectiveness and efficiency of the assistance provided to the VPU under FTF and under the Title II food aid program in Uganda. The VPU Leader will take the lead on the Mission's Resilience Portfolio, coordinating with Donors and advising on resilience activities. S/he will ensure effective management of resources in Uganda and engage in direct activity monitoring (including travel) approximately 20 percent of the time. B. MAJOR DUTIES AND RESPONSIBILITIES: Technical Leadership and Guidance - 50 percent: 1. Guide and provide technical and managerial leadership to the VPU. Serve as a senior advisor on food security and nutrition programming. Identify analytical and program gaps and propose ways to address them. 2. Coordinate with and/or lead the Mission resilience development objective to interact with Donors and GOU on resilience activities in country. Maintain cooperative working relationships with the mission Resilience Secretariat in the region, out of USAID/Washington, FFP, and Bureau of Food Security (BFS). 3. Produce information products (e.g., updates and memoranda) on food security situations and FFP and FTF programs, provide briefings, and represent the USG in meetings and working groups with donors, Government of Uganda (GOU) officials, embassy officials, implementing agency staff, USAID colleagues, and representatives from other agencies. 4. Coordinate with the USG Country Team (consisting of the USAID mission, U.S. embassy, and/or other USG in-country staff), GOU, NGOs, PIOs, donors, and others to address issues. 5. Guide discussions, working groups, and field visits with other parts of the USG and other donors to leverage USG, GOU, and other donor funds and promote integration of VPU activities with other programs to increase the effectiveness of the programs overall. 6. Analyze and assess data from a variety of sources - including field assessments, technical data, early warning information, and reporting from USAID staff, NGOs, and PIOs - to inform funding decisions, modifications to ongoing programs, designs of new programs and to recommend appropriate food assistance, food security, and resilience activities. Draft technical reports and provides analyses on all food security issues for vulnerable populations, to include changes in the food security and food aid requirements, government policies, and donor pledges and programs. Program Management and Supervision - 20 percent: 1. Oversee the work of two Foreign Service Officers (FSOs) and up to four (4) Foreign Service Nationals (FSNs) responsible for managing VPU activities. Review and approve annual staff work objectives and plans and provide annual performance evaluations. Mentor and provide informal training and guidance to staff in operations and program management. 2. Serve as the primary point of contact and technical advisor for all issues pertaining to the management and supervision of VPU programs. This will include coordinating with the USAID/Mission, USAID/Washington, and other parts of the USG, PVOs, international organizations, GOU ministries, agencies, and others in Uganda. Provide strategic and analytical support and oversight of $10-25M in emergency food aid resources annually and supervise the monitoring and reporting for the implementation of ongoing Title II development programs, including performance of grantees, progress towards meeting objectives. Provide technical advice to USAID Contracting/Agreement Officer Representatives (C/AORs) and activity managers overseeing Implementing Partners (IPs). 3. Serve as the primary contact for USAID/Uganda integrated food security and nutrition activities, under the FTF portfolio. This will include guiding the management of integrated agriculture and nutrition programs. Closely liaise with the FTF Coordinator to strengthen the link between nutrition and subsistence level agriculture with FTF commercial market activities. 4. Facilitate discussions and decisions on the USAID/Uganda FFP and FTF Vulnerable Populations portfolio's resource allocations; provide tracking and analyses of past, present and future resource allocation. Coordination - 30 percent: 1. Develop and maintain close collaborative relationship with offices inside and outside USAID (i.e. Office of Foreign Disaster Assistance (OFDA), East Africa Regional Mission, USAID/Washington, the Department of Agriculture, Bureau of Population, Refugees and Migration, Center for Disease Control, and Department of Defense). Work with USAID staff to ensure appropriate coordination and harmonization of activity implementation and management towards an integrated achievement of results. 2. Develop and maintain close collaborative relationship with the key GOU officials dealing with food assistance, nutrition, and agriculture (including at the Permanent Secretary and Ministerial levels). The main purpose of these contacts is to ensure high technical standards of implementation as well as alignment with GOU priorities. 3. Coordinate with the donor community to develop integrated, non-duplicative programs. Represent USAID/Uganda at donor thematic group meetings, and participate in discussions, presentations, assessments, and evaluations being conducted by donor counterparts. Supervision: The VPU Leader will report to the Director of the Office of Economic Growth or his/her designee.
