- Solicitation Statement of Work Date: 22/April/2016 This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 (Streamlined Procedures for Evaluation and Solicitation for Commercial Items), as supplemented with additional information included in this notice. This procurement is reserved as a Service-Disabled Veteran Owned Small Business (SDVOSB) SET - ASIDE. Only quotes submitted by a SDVOSB will be accepted. Please refer to Subpart 19.14 for clarification on Service Disabled Veteran-Owned Small Business procurement Program. Action Code: 611430 (NAICS) and the size standard is $11,000,000. Product or Service Code: U009 This announcement constitutes the only solicitation. Therefore, quotes are being requested and a separate written solicitation will not be issued. Solicitation number M67854-16-T-9504 applies and is issued as a Request for Quotation (RFQ). In accordance with the attached SOW, the Government is soliciting a course presentation of FAR Fundamentals Course (CON 090). This service shall take place at the Marine Corps Quantico Base, Virginia. A course description from the Defense Acquisition University (DAU) site is provided below: FAR Fundamentals is a four week, resident, foundational course for new hires that provides a total immersion into the Federal Acquisition Regulation (Parts 1-53) and the Defense Federal Acquisition Regulation Supplement (DFARS). The course will prepare the 21st century acquisition workforce to operate successfully in a web enabled environment. CON 090 is a limited lecture, research-intensive, exercised-based curriculum. Participants will analyze contracting business scenarios developed through research of the FAR and its supplement DFARS. The course is presented in four modules: Contracting Overview using the FAR and DFARS; Contract Acquisition Planning; Contract Formation; and Contract Management/Administration. Students are expected to become familiar with FAR Parts 1-53. Students will be quizzed daily on FAR part knowledge, lecture/lesson content, and homework. Award will be made to a single offeror who if deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable offer. The Government intends to award a firm fixed price order. Award is anticipated under Simplified Acquisition Procedures and will be based on best value to the Government, taking price, technical, and past performance on similar jobs into consideration.
