Southwest R3 Regional Forester's Sensitive Species List Scope & General Description of Master IDIQ Service Contract Act Wage Determination Mexican Spotted Owl Survey Protocol 2012 Solicitation: Santa Catalina MSO Survey PILOT PROJECT 1.The Coronado National Forest, Tucson, Arizona, is soliciting via a competitive set-aside for Woman Owned Small Business (WOSB) firms, a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) service contract for biological surveys and NEPA related biological assessments (BAs) and evaluations (BEs). This is a commercial item acquisition with FAR Part 12 provisions and clauses applying. 2. Proposals are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 or faxed to 520-388-8332 or emailed to mhostetler@fs.fed.us by close of business May 10, 2016. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 4. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-87-2 effective April 4, 2016. 5. This acquisition is set aside 100% for Woman Owned Small Businesses (WOSB). The North American Industry Classification System (NAICS) code is 541620 with a size standard of $15 million. 6. Offerors must include a DUNS number, a completed copy of FAR 52.212-3 Offeror Representations and Certifications, Commercial Items, and be registered as a vendor in SAM (System for Award Management). 7. FAR 52.212.2 Evaluation, Commercial Items is applicable with the following factors used to evaluate offers (see below). 8. The following clauses are incorporated as reference and can be downloaded in their entirety at www.acquisition.gov/far FAR 52.212-1 Instructions to Offerors, Commercial Items, FAR 52.212-4 Contract Terms and Conditions, Commercial Items. 9. Applicable FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders are included in the attached solicitation. 10. All responsible sources who qualify as a WOSB in the applicable industry may submit a proposal which shall be considered by the Forest Service. The offer or offers most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award. For the possible species surveys identified in the scope of work, the typical terrain is remote, mountainous, and rugged. Certain projects will require hiking and camping for extended periods in remote, sometimes roadless areas, including along or near the international border with Mexico and in federally designated wilderness areas. The contract term is for a base period of twelve (12) months from contract award. Four (4) one-year option periods, for a maximum total contract period of (five) 5 years is contemplated. The estimated maximum dollar value of this procurement, including the base year and all options shall not exceed $1,000,000 per contract. Task Orders awarded from this contract will range between $2,500 and $250,000. Task Orders may fluctuate below or above this limit; however, contractors are not obligated to accept such task orders under the general terms of the contract. The only work authorized under this contract is that which is ordered by the Government through the issuance of a task order. The Government makes no representation as to the number of task orders or actual dollar amount of work to be ordered during the term of the contract. There is a minimum guarantee of $2,500 for the performance period of the contract. The initial task under the proposed contract will consist of Mexican Spotted Owl surveys in the Santa Catalina Mountains near Tucson, Arizona. This MSO project is contained in this solicitation as the PILOT PROJECT for which award of no more than two Master IDIQ contracts shall be based. The Successful Offeror for the PILOT PROJECT will automatically receive an award for a Master IDIQ Biological Survey Services contract. The PILOT PROJECT will be the first task order awarded under the Master IDIQ contract and performance shall begin as soon as possible after award. A second Master IDIQ Biological Survey Services contract will be awarded to the Best Unsuccessful Offeror. Though not evaluated as the best value for the PILOT PROJECT, the Best Unsuccessful Offeror awardee shall have nonetheless submitted a proposal that is acceptable or better for all the evaluation factors above. The Best Unsuccessful Offeror's overall pricing must be judged as fair and reasonable by the Contracting Officer, though that overall pricing is likely higher than that of the Successful Offeror. Selection for award will be based on evaluation of the following: FACTOR 1, Professional/Organizational Experience of the Offeror and Offeror's Employees or Subcontractors; FACTOR 2, Personnel Qualifications; FACTOR 3, Technical Capability; FACTOR 4, Past Performance; FACTOR 5, Price. This acquisition will utilize the best value source selection process with the intent to award a minimum of one (1) and a maximum of two (2) Master IDIQ contracts to the responsible proposer(s) whose proposal(s), conforming to the Request for Proposal (RFP), is most advantageous to the Government. The Government intends to evaluate proposals and award without discussions. THIS SOLICITATION IS AVAILABLE IN ELECTRONIC FORMAT ONLY.
