Industry Day Announcement Notice of Industry Day National Assessment Group (NAG) Engineering, Technical and Assessment Support (ETAS) Date/Time: May 17, 2016, 0900 Location: Kirtland AFB, NM, site visits of performance location to be conducted The National Assessment Group's (NAG) mission is to provide rapid engineering, technical and assessment support for the Department of Defense (DoD) and other government agencies. The contractor shall provide the NAG with professional, non-personal services (as defined in FAR 37.101) related to the planning, executing, and reporting of NAG assessments; institutional support; and incidental tasks. The goal of each NAG assessment is to meet the information needs of the NAG client. NAG clients include the Office of the Secretary of Defense, Combatant Commands (CCMDs) and other Joint organizations, the individual Services, and other federal government agencies. They require independent assessment services, to support programmatic decisions on accelerated schedules. NAG assessments cover a variety of areas and systems. Each assessment is tailored to meet client needs. Many projects consist of independent, rapid assessments to research, demonstrate, and evaluate system capabilities, technical parameters, threats and vulnerabilities. The systems assessed can vary from those in the initial stages of development to those ready for operational deployment. In the past five years, the NAG conducted approximately 50 assessment projects per year and published an average of 90 assessment reports of various types per year. Historically, NAG projects have had extremely high visibility with senior executives and general officers. Based on the level of interest, the contractor is responsible for developing reports to that level of content and quality. Interested businesses are invited to participate in an Industry Day presentation and site-tour. A program and draft solicitation overview presentation will be provided as part of the activities. The purpose of this activity is to provide participants with the NAG ETAS requirements and to give them an opportunity to provide input on the proposed contract type, contract line item number (CLIN) structure, and insight into technical and business risks associated with this program. The Government anticipates that the Industry Day activities will be interactive, with questions, answers and input provided throughout the event. For planning purposes, the NAG Industry Day will begin at 0900 on 17 May 2016 and last approximately seven hours. To facilitate the movement of personnel and maintain security of the base and NAG facilities, transportation to any off-site location will be provided. All attendees must use the provided transportation for accountability purposes to include the Base Exchange for lunch. The site tour will not be mandatory and if you choose to opt out you will be provided with an escort off the base. No electronic transmitting devices of any type, including cell phones, will be allowed onto the NAG facility. No notes will be allowed during the classified presentations. Participation is limited to a maximum of three (3) personnel per company. The Government may use information received from Industry Day to shape the procurement and may be utilized in forming the solicitation. If a member of Industry discusses proprietary information during the Industry Day, it is incumbent upon that representative to identify the information as proprietary and to ensure the Government understands the proprietary nature of the discussion. Industry Day participants will be requested to provide a written record to the Government of any unanswered questions asked before they leave the site. Answers to questions asked on Industry Day will be posted on Federal Business Opportunities (FBO) no later than 20 May 2016. The email subject line should read "NAG ETAS Industry Day Registration." The registration information shall include the company name, address, CAGE Code, business size, and the names and clearance level of the 3 (three) personnel who will be attending from each business. Once a business registers for this event, additional personally identifiable information for each participant will be requested to verify security clearances, to include but not limited to a driver's license number, date of birth, and social security number. All visitors must have at a minimum a final SECRET clearance to attend the NAG's Industry Day. Therefore, in addition to registration, all Industry Day attendees must submit a JPAS visit request to SMO code KV3VF7SR6 and enter "NAG Industry Day" for POC. Suspense for submitting visit requests is 9 May 2016 (same date as registration deadline). Visitors who do not submit a JPAS visit request by the suspense date will be denied entry into the NAG. Contact the NAG Security Office at 505-262-4614/4617/4618 with any questions. Registration and security clearance confirmation must be submitted no later than 9 May 2016. Due to briefing location and security requirements, registration submissions received after 9 May 2016 will not be accepted. Upon receipt of registration, the Government will provide registrants a Visitor Package detailing the meeting location and access instructions for the conference. This notice does not constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. The information obtained as a result of this process is for planning purposes only. The Government will not compensate industry participants for travel, lodging, or any other expenses associated with this Industry Day. Due to the nature of the requirement, foreign participation is not authorized.
