- Statement of Work for PAX movement The Federal Emergency Management Agency has an urgent need for PAX movement with baggage and equipment for April 25, 2016. This is a request for quotes for the following: Please submit all quotes to kimberly.coakley@fema.dhs.gov and Bianca.Meira-Penna@fema.dhs.gov by 11:00 am Hawaii/5:00 PM EDT on Sunday, April 24, 2016. The Contractor shall provide charter aircraft to FEMA designated Airport of American Samoa, Pago Pago International Airport, to transport FEMA personnel, Other Federal Agencies, and the Defense Coordinating Element from the US Territory of American Samoa with a complete crew and ground grew to the Honolulu International Airport. PAX will consist up to 55 federal employees (FEMA, DCE, ESFs) with two to three pieces of checked luggage each, plus up to two carry-on items. Types of Baggage: up to 2 carry-on bags (22x14x10) (46 inches in dimensional data) weight NTE 35lbs, 2 belly loaded bags (lxwxh) weight NTE 50 lbs. (dimensional data 62 inches), and 1 to 2 Equipment Pelican Case GO KITs Dims (25x20x14) 50-130 lbs per PAX. Additionally, packaged communications equipment from FEMA and the Department of Defense, approximately 13 cases in total weighing no more than 1,500 pounds (see attached COMMs equipment list on last page of document for complete weights and dims for the COMMs gear only) will need to be transported as well. This will be a drop off service at the Honolulu International Airport, Honolulu, Hawaii from the Pago Pago Airport on the United States Territory of American Samoa.
