Description
The Naval Sea Systems Command (NAVSEA) intends to award a sole source modification to Bath Iron Works (BIW), 700 Washington Street, Bath, ME 04530 under Contract N00024-06-C-2303. The Cost-Plus-Fixed-Fee (CPFF) modification will provide post hull, mechanical, and electrical (HM&E) delivery support for DDG 1000 (a first-of-class ship), including, but not limited to: shore support between HM&E delivery and sail away and sail around support activities for DDG 1000; this includes industrial work in support of ship operations, configuration management, integrated logistics support, kitting and fabrication, 4E Specification development, and long lead time material and spare part procurements. BIW will provide these tasks through 30 September 2018. BIW is the only source with first-hand knowledge and experience in all aspects of the design, construction and completion of DDG 1000. BIW possesses all current as-built construction drawings and build specifications for the DDG 1000. No other firm is capable of fulfilling the Navy's requirements for post HM&E delivery support within the timeframes and schedule required by the Navy. Therefore, the contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for informational purposes only and for the benefit of potential subcontractors. Companies interested in subcontracting opportunities should contact BIW directly.
