- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Boston Healthcare System, intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1 to Graflix for an outreach and advertising campaign for the New England Healthcare System, VISN 1. This contract will commence on May 2, 2016 through May 1, 2017. The applicable NAICS code is 541430. The FSC/PSC is R701. The contract will include FAR 52.217-9 Option to extend the term of the contract for up to four additional option years at the discretion of the VA. Graflix is a small business and is the only known small business that is able to provide the required marketing program and tailored outreach service that meets the VA style guide standards. Graflix has the legal rights to utilize VA photos and images that have a copyright. In addition Graflix has a working knowledge of the unique Veteran population in New England and how to execute an effective advertising program. A firm fixed price contract with the potential of four option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This is not a Request for Proposal. If other small business companies in New England can provide an equal service for the New England Healthcare System, vendors must submit their technical capabilities, to include, technical specifications of their product, past performance information, price and delivery time. This information will be reviewed by the Government's technical representatives for consideration for future requirements. Email statements are preferred. Statements are due no later than May 2, 2016. Phone inquiries will not be accepted. This is not a solicitation; it is a Notice of Intent to Sole Source requirement.
