- Pre Solicitation Synopsis Solicitation Number: N00173-16-R-MI03 Pre Solicitation Synopsis - Notice of the Government Intent to Award a Full and Open Competition Contract. The US Naval Research Laboratory (NRL) intends to negotiate as a Full and Open Competition with no set-aside (FAR 6.1). Contract type is anticipated to be a Firm-Fixed Price Contract. The purpose of this contract is to establish the design, development, test, and performance requirements for the thermal vacuum compatible, robotic arm system gravity offloader being developed for the U.S. Naval Research Laboratory's (NRL) Naval Center for Space Technology (NCST). The period of performance of the base year is 16 months from the date of award, 2 years of Technical Support Options following hardware acceptance, and optional second, third and fourth lift points. The ultimate period of performance if all options are exercised is 28 months. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. 3 The Government does not intend to use FAR Part 12, Acquisition of Commercial Items. Interested parties may identify their interest and capability with regard to this requirement no later than 12:00 noon EST, 06 May 2016. All information submitted should support the Offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide documentation indicating an offer's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered.
