- PUBLIC NOTICE DATE: April 21, 2016 SUBJECT: Flood Plain Action RE: Project No. 5FL0433 Notification is hereby given to the public of the U.S. General Service Administration's (GSA) intent to renew/extend a lease (LFL47093) for a period of five (5) years; two (2) years firm term. The agency has been occupying leased office space located at 700 S. Palafox Street (Quayside Quarters), Pensacola, FL since August 1999, which is situated within the 100-Year Flood Plain. The current lease (LFL47093) expires on October 14, 2017. In compliance with Executive Order 12072, "Federal Space Management", the government must first give consideration to locating government agencies within Federal Owned space in urban areas, within the Central Business District. There may be available Federal owned space in the Winston E. Arnow Federal Building, 100 N. Palafox Street, Pensacola, FL, to house the agency within the next three (3) to five (5) years, when renovations of the Pensacola Courthouse are projected to be completed, It is the agency's long-term objective to occupy Federal owned space in the Pensacola Central Business Area in compliance with EO 12072, which is outside the 100-Year Flood Plain in compliance with Executive Order 11988, "Flood Plain Management". The location of the project makes it susceptible to flooding at or above the 100-Year Flood Level. Under the President's Executive Order 11988, "Flood Plain Management', GSA is required to review the project for possible alternative solutions to the proposed action. Alternatives considered included taking no action, or relocating short-term to alternative space at a significant expense to the Government and taxpayers. The agency occupies this space that does not conform to applicable State or local floodplain standards. The agency is located on the 2 nd floor of the building, which mitigates some exposure to potential flooding due to the space/floor elevation. The agency will ensure utility equipment will be protected and communication procedures are established in advance of any unforeseen event(s). Moving the agency would be costly, disruptive to the FAS staff, and confuse the customers they serve. This short-term renewal lease action realizes a significant savings to the taxpayers by averting the government paying two (2) times within a five (5) year period for move and replication costs. Therefore, it has been determined by GSA that there is no cost effective, practicable alternative, to temporarily relocate the agency, that allows the government to recover moving and facility replication costs (preparing space for occupancy) over such a short-term as the agency plans to relocate to existing Federal owned space at the Winston E. Arnow Federal Building, 100 No. Palafox Street, Pensacola, FL, when the Pensacola Courthouse, 1 S. Palafox Street, Pensacola, FL renovations are substantially completed for occupancy. Public comment is invited on any of the alternatives listed, or other possible alternatives.
