Description
This is a sources-sought announcement only for informational and planning purposes and does not constitute a solicitation. This Request for Information (RFI) is being issued to accomplish market research and support planning for the below listed requirements. The Government will not pay for any information or reimburse any costs incurred in responding to this RFI. No solicitation is being issued at this time. All information submitted in response to this announcement is voluntary. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Army Single Face to Industry (ASFI). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The Government is seeking interested contractors to provide post production missile support services, for the PATRIOT Advanced Capability - 3 (PAC-3) Weapon System. The contractor will provide missile support services necessary to execute the U.S. Government and International Partner's Field Surveillance Program (FSP) and PAC-3 Missile 4-pack post-production activities. The performance period for this effort will commence not later than 19 May 2017. The Government will not issue a Technical Data Package for the maintenance of any of the equipment (e.g. PAC-3 missile variants or PAC-3 Launcher Station (LS)), test sets or tooling to be maintained under this contract. The Government requirement is to establish a missile support center and provide technical support personnel knowledgeable in all aspects of the PAC-3 Missile Round to provide reliability assessments and post-production support. The contractor will provide technical support necessary to execute the U.S. Government and International Partners' FSP and PAC-3 Missile 4-pack post-production activities, which include missile assessments, testing, recertification and repair activities in addition to performing unscheduled maintenance, and repair of PAC-3 ground support equipment (GSE). The repair effort for the PAC-3 GSE process will return the PAC-3 Enhanced Launcher Electronics System and Junction Box to original performance specifications. The missile support service contract effort will provide both CONUS and OCONUS technical support for the PATRIOT System for U.S. Government, and at least eight (8) current international PATRIOT partners, the North Atlantic Treaty Organization (NATO) Support Agency (NSPA), and potential new international partners. The contractor must be able to process, test, and repair, all the PAC-3 Missile variants and related subassemblies, the PAC-3 missile segment hardware within the PATRIOT system, and test support equipment. Approximately 211 PAC-3 missiles will need to be processed, tested and repaired in 2017. Request that interested contractors provide the following: 1) Provide a description of your company's expertise and experience in providing FSP and PAC-3 Missile 4-pack post-production support to PAC-3 missile variant activities which includes missile assessments, testing, recertification and repair activities in addition to performing unscheduled maintenance/repair of PAC-3 GSE within the past 12 months. 2) Describe, in general, your company's approach to developing the capability to provide FSP and PAC-3 Missile 4-pack post-production support to PAC-3 missile activities which include missile assessments, testing, recertification and repair activities in addition to performing unscheduled maintenance/repair of PAC-3 GSE for a performance period beginning May 2017.
