- All Enterprise Challenges (ECs) put forth by the PEO EIS Innovation Cell (InnCell) represent a technical need of the U.S. Navy. The goal of InnCell is to comprehensively define the requirements for these technical needs, then develop and transition a quality solution to the network, and/or fleet, that addresses these requirements. As part of the discovery phase within the InnCell framework, PEO EIS is soliciting industry's feedback on the following Initial Enterprise Challenge: Multi-Cloud Orchestration The Naval Enterprise Network (NEN) and the Navy will soon have the capability to connect to multiple Cloud Service Providers (CSP). In order to maximize the full potential and scalability of a multi-cloud environment, NEN needs an automated tool set to provide fully integrated multi-cloud analysis and orchestration. Cloud orchestration scope for NEN will include external CSPs, on premise managed cloud services, and on premise virtual and physical infrastructure. The need exists to investigate and identify a single orchestration toolset to prevent cloud lock and enable service automation orchestration while evaluating the potential security, risk, cost, and functional benefits. Your feedback and engagement is a critical part of the InnCell framework. Per the Innovation Cell engagement process, please register by completing the attached "InnCell_Registration.pdf" form and the attached "InnCell_EC_Response.pdf" form. Return via email to PEOEISInnovationCell@navy.mil. In addition to the forms, industry may respond to this Initial EC with white papers, sales materials, and/or questions. Please limit your response to 10 pages (cover pages and tables of content not included). As appropriate, please include links to additional resources, materials, and documentation youd like us to see. The Initial EC is meant to be an informal, information-gathering process for government. Over the next few months, your responses will help inform the InnCell about the art of the possible as it refines the requirementssetting the stage for a Final EC. The Final EC will include more detailed requirements (as refined by the Initial EC discovery process) and an RFI will be released to request white papers tailored to the Navys specific need. Please note that industry members can submit responses to the Initial and/or the Final EC. It is not a requirement to submit responses to the Initial ECs for consideration as a solution. However, early engagement is encouraged. Please continue to monitor SPAWAR e- Commerce, FedBizOpps.gov, and www.secnav.navy.mil/innovation/inncell for more information. The deadline for submissions is 20 MAY 2016. These ECs are for planning purposes only and are not to be construed as a commitment by the Government. This is not a solicitation or Request for Proposal announcement; however, information gathered through this InnCell process may inform RFP development. At its own discretion, the Government reserves the right to ask questions or contact participants pertaining to any submitted information. However, participating in this InnCell event does not construe any commitment or guarantee by the Government to do so. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. Respondents may not be notified of the results of the evaluation, if any. All submissions become Government property and will not be returned. Contractor support may be utilized in support of review and evaluation of RFI responses. Support contractors have submitted non-compete and non-disclosure letters for supporting PEO-EIS. Respondents that wish to execute Proprietary Data Protection Agreements (PDPAs) and/or Non- Disclosure Agreements (NDAs) for any support contractors working on this RFI must contact the Innovation Cell and the point of contact (POC) for each company listed below. Any PDPAs or NDAs must be completed prior to the submission deadline.
