Description
Sources Sought-Attachment A Project Description The General Services Administration, Public Building Service, Region 7, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide and install JACE 700(s) to control the Las Cruces Courthouse per design HVAC Instrumentation & Controls. The contractor shall build the entire station using existing JACE pages to a new AX Java Application Control Engine 7 with the latest encryption and build. The new AX JACE will have work bench embedded on the JACE controller. The contractor is responsible for ensuring all points function correctly on the new JACE. All work shall be completed within 90 calendar days after issuance of the Notice to Proceed (NTP). The Contractor shall provide all materials, supplies, labor, equipment and supervision, necessary to complete the alterations stated below: 1. Provide, commission, and install JACE 700(s) to control the building per design HVAC Instrumentation & Controls. 2. Integrate new BACnet controllers into JACE 700(s) per design HVAC Instrumentation & Controls. 3. Provide, program and install non-proprietary, BACnet controllers for: • 14 existing MEC controllers with Open Protocol BACnet controllers to provide the control algorithms, provide full DDC control and scheduling of the Central Plant, integrate with the AHUs, and provide optimal energy conservation. 4. Develop graphical representations of HVAC equipment for easily accessible user navigation using the guide specifications. 5. Install Nexus 1500 or Equal smart meter at the main power distribution, and integrate it into the Advanced Metering System (AMS) Server. 6. Contractor shall build the entire station using existing JACE pages to a new AX Java Application Control Engine 7 with the latest encryption and build. The new AX JACE will have work bench embedded on the JACE controller. Contractor is responsible for ensuring all points function correctly on the new JACE. 7. The new equipment shall be controlled by the BAS. Please verify with GSA Equipment Specialist for more information on the station. 8. Use GSA formats. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 238210; the associated small business size standard is 15 million. The magnitude for this project is between $100,000 to $250,000. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these contract services, please provide the following information: (1) A complete and current record of your registration within the System for Award Management, located at https://www.sam.gov/. The record shall include your DUNS number, organization name, address, contact name, email address, web site address, telephone number, type of organization, and small business type(s). (2) A capability statement supporting claims of organizational and staff capability to perform the tasks listed in the "Project Description" paragraph above. (3) Please provide at least three (3) but no more than five (5) similar Building Automation Systems (BAS) projects utilizing Niagara AX or Niagara 4 programming in similar size and complexity substantially completed within the past five years from the issuance of this Sources Sought utilizing Attachment A. A Niagara certified programming technician is required for all General Services Administration (GSA) Building Automation System (BAS) projects. A copy of the Niagara certified programming technician training certificate for the proposed project is required as part of the bid proposal GSA requests that potential sources only submit the minimum information necessary. The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as required. Submission Instructions: Interested parties, excluding large businesses, who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 2:00 PM (CDT), Wednesday, April 27, 2016.
