- The purpose of this notification is to conduct sources sought as a means of conducting market research for Engineering Services to support the FY19-26 Javelin Weapon System (including training devices) and field usage of the system. Engineering Services are used to maintain and upgrade the required performance of the system and its operational readiness and availability. Engineering Services efforts are limited to those Government-directed non-repetitive investigation, inspection, analysis, evaluation, design, documentation, fabrication, and testing tasks that are not required to deliver hardware items under Javelin production contracts or to provide hardware supportability under Life Cycle Contractor Support (LCCS) contracts. This includes all engineering activities which extend past production, and which include operations and maintenance supportability activities not already covered under existing (LCCS) contracts, cost reduction initiatives, all test sets, and Human Systems Integration (HSI) initiatives. Javelin is a medium range, imaging infrared, fire-and-forget, man-portable, anti-tank weapon system developed for the US Army and the US Marine Corps (USMC) to meet the Combat Developer's requirements as specified in the JSOR. The Javelin System includes a tactical round and a CLU. Javelin training devices include the Missile Simulation Round, the EPBST, the FTT for the instructor and the FTT for the student, and the JAVWES. The Javelin Weapon System continues to demonstrate a high reliability of 95% for fielded assets with over 2,000 missiles flown to date. It was deployed in support of Operation Enduring Freedom (OEF), Operation Iraqi Freedom (OIF), and Overseas Contingency Operations to both the US Army and the USMC. It is anticipated this effort will be a cost plus fixed fee, indefinite delivery indefinite quantity contract with a period of performance of July 2019-July 2026.
