- This is a Notice of Proposed Contract Action; this document does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZRA will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. The purpose of this notice is to notify industry of the United States Air Force intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist. This notice is for a proposed contract, IAW FAR 5.201(b)(1), for which the Government intends to negotiate with only one source IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1(b)(1)(i), "Soliciting from a Single Source." The Air Force Test Center (AFTC), Edwards AFB, CA intends to award a Firm-Fixed Price (FFP) purchase order to Copperhead Chemical Company, 120 River Road, Tamaqua, PA, 18252. The NAICS code is 325920. Requirements: CLIN # DESCRIPTION QUANTITY CLIN 0001 Stabilizing Nitroglycerin (NG) X-E-5, 60/40, 40 stabilized NG 5 (lbs.) CLIN 0002 Stabilizing Trimethylolethane Trinitrate (TMETN) RXL 624, 99.75/0.25 5 (lbs.) The Government is requesting that interested concerns feeling they can fully support this requirement furnish the following information: (a) Company name, address, point of contact, telephone number, and e-mail address. (b) All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement. Telephone requests to be placed on a mailing list will not be honored. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement, based on response to this notice, is solely within the discretion of the Air Force.
