- The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to Alliant Techsystems Operations, LLC, Clearwater, FL (CAGE: 06424) to provide services necessary to repair (2) Countermeasure Signal Simulators SM-932 (01-604-0778 and 01-618-5494). Alliant Tech Systems repair services are the only repair services that can meet operational and reliability requirements as well as have the capability to fully integrate with the SM-932 Countermeasure Signal Simulator. Their services are the only services that can maintain configuration control throughout the repair process due to the uniqueness of the configurations of the SM-932 Countermeasure Signal Simulator. No other services can be used as it would require modifications to existing components, making Alliant Tech Systems the only source that can meet the Government's specific requirements and mission. Full and open competition is not available for this procurement as the SM-932 Countermeasure Signal Simulator is manufactured and distributed by Alliant Tech Systems and is the only known source with the knowledge and technical data to provide repair services to the units. They are the original equipment manufacturer (OEM) of the SM-932 Countermeasure Signal Simulator and retain all proprietary data rights and drawings necessary for the repair and do not intend to release this information to other sources. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) ( https://www.sam.gov ) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
