- Synopsis: This is a NOTICE OF INTENT for RFQ HSSS01-15-Q-03173 that will be negotiated on a sole source basis, with MSAB, Inc.. The Government intends to negotiate a fixed-price commercial purchase order for XRY Complete Forensic Data Extraction Kits. A Sole Source procurement is authorized in accordance with FAR 6.302-1 based on the fact that there is only one source that can produce the specific XRY Complete, and no potential resellers are identified by the manufacturer. These are the only forensic data extraction kits that will run on existing Government systems without having to purchase additional equipment. The XRY Complete Tool is a forensic device that is included in a proprietary USSS training curriculum. The North American Industry Classification System (NAICS) for this procurement is 511210-Software Publishers. The Product Service Code (PSC) for this procurement is 7030-Information Technology Software. **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, interested parties who believe they can meet the requirements may submit a written proposal that details their specific capabilities relative to the items being procured. Written information must be submitted electronically to sean.murphy@associates.usss.dhs.gov. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee that this requirement will become a competitive procurement. A determination by the Government not to open the requirement to full and open competition, based on response to this notice, is solely within the discretion of the Government. Any response to this notice must be submitted to the contract specialist identified herein no later than April 22 at 10:00AM EST, after which time, a purchase order shall be issued. Late submissions of interest will not be considered for this procurement, but may be considered for future procurements.
