- Signed J&A Version - March 2016 FOR OFFICIAL USE ONLY FAR Part 6 Justification and Approval for Other than Full and Open Competition 1. Contracting Activity: Army Contracting Command, Edgewood Chemical Biological Center Division 2. Description of Action: Applied Detection Technology Branch requests a Cost Plus Fixed Fee contract modification (3 Month Extension) to contract W911SR-10-D-0019, Task Order 001 with Joint Research and Development, Inc., 50 Tech Parkway, Suite 209, Stafford, VA 22556. The Government projects award for April 2016 and fiscal year 2016, RDT&E funds will be used. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B). 3. Description of Supplies/Services: This modification will provide a three month extension to continue services on the above task order. The period of performance will be from 4/24/2016 to 7/23/2016 with a total value of $210,020.00. 4. Authority Cited: 10 U.S.C. 2304(c)(2) as implemented by FAR Part 6.302-2 -- Unusual and Compelling Urgency. 5. Reason for Authority Cited: There are no acceptable alternatives to the Government to support for the requested three month extension period. Technical support services must continue without interruption in order to produce customer deliverables on time, within cost and with quality performance. Specialized and unique training is required for personnel supporting these efforts, including certification in the Personnel Reliability Program (PRP) which takes many months to achieve. The ADT Branch has prepared, submitted and has received approval for an acquisition package which will be competed through a separate contract vehicle. However, that process is moving very slowly and will not be completed in time to ensure continuity of support services. In addition, the ordering period of the current contract vehicle has ended and there is no mechanism to allow for competition by the awardees. It would not be realistic, cost effective or schedule permitting to prepare an acquisition package to compete a contract outside of current contract vehicle for a period of performance of three months. 6. Efforts to Obtain Competition: This is a 3-month contract extension as a bridge until our next vehicle comes available for use. This contract was previously competed. 7.
