- This amendment is being issued for informational purposes only and to provide an updated draft Statement of Work and System Performance Specification for the Prompt Gamma Simulator. The following are highlights of the main revisions in these documents, but is not all inclusive. Please review the entire documents for revisions. 1. Incorporation of KPPs 2. Refined specifications 3. Remove container requirement, an enclosure will be provided by the Government to house the PGS. This action does not constitute a solicitation or Request for Proposal and is not a commitment by the U.S. Government to procure the subject products, services or information. This amendment is being issued to address questions submitted in response to this Sources Sought. See attachment: Questions_Answers 031315 The Program Executive Office for Simulation, Training and Instrumentation; Project Manager for Instrumentation, Targets and Threat Simulators; Instrumentation Management Office has a requirement to provide a Prompt Gamma Simulator to conduct testing on Circuit Card Assemblies, Line Replaceable Units, small test systems and potentially up to Light Armored Vehicles, such as a Stryker or Bradley Fighting Vehicle for Nuclear Weapons Effects survivability validation for the U.S. Army Test and Evaluation Command, Survivability, Vulnerability and Assessment Directorate at White Sands Missile Range (WSMR), New Mexico. The short-pulse, high dose-rate, gamma simulator will be a stand-alone simulator with its own environmentally controlled enclosure. Infrastructure such as a concrete pad and single point electrical connection will be provided by the Government. The Prompt Gamma Simulator will be delivered to the Nuclear Effects Laboratory (NEL) at WSMR. NEL comprises a variety of laboratories and test facilities focused on the impact of nuclear effects on military equipment. The facility supports a variety of customers from the Department of Defense, industry, and academia. This Sources Sought Notice (SSN) is being issued to determine industry capabilities and identify potential sources for the procurement of the Prompt Gamma Simulator. A draft Statement of Work (SOW) is provided to assist you in determining your interest in participating. The Government requests you provide your expression of interest by submitting a capability statement regarding the requirements included in the draft SOW as follows: Cover Page: Include a cover sheet with the company name, address, Commercial and Government Entity (CAGE) code, and point of contact with name, title, phone number, and email address. Also indicate the SSN title and number. Format: Provide an electronic submission in MS Word format using a font with a point size no smaller than 12. The Government is not soliciting proprietary information; however, if submitted, it should be appropriately marked. Length: Do not exceed 10 pages, exclusive of the cover page. Size of Business: Provide a statement indicating if your firm is a large or small business under the North American Industry Classification System (NAICS) code 333318 - Other Commercial and Service Industry Machinery Manufacturing. Small businesses must comply with FAR 52.219-14 - Limitation of Subcontracting, regarding contract performance. Please identify how you plan to comply if the acquisition is set aside. If you are a small business only interested in subcontracting opportunities, please identify the areas you are interested in supporting. If a small business, identify if you are disadvantaged, 8(a), Disabled-Veteran, Veteran, Women-owned Business, or Hub-zone. You are requested to address the following in your response: 1. Describe your company's capability in producing this simulator with proven technology consistent with the attached draft SOW. Demonstrate relevant experience, skills and ability to fulfill the Government's requirements for the Prompt Gamma Simulator as specified in the draft SOW. Provide sufficient detail for the Government to make an informed decision regarding your capabilities. Provide information regarding the commerciality of this effort. 2. What do you anticipate the period of performance of this effort to be? Provide a developmental project timeline to complete the requirements delineated in the draft SOW. 3. Provide a conceptual design/technical approach of the simulator with enclosure size and estimated electrical single point power connection requirements. 4. Provide a Rough Order of Magnitude. The Government anticipates a Firm-Fixed Price contract for this effort. Respondents are asked to submit replies no later than 3:30 PM Eastern Daylight Time (EDT) on April 10, 2015 by email to Ms. Cathy Jordan, mary.c.jordan46.civ@mail.mil. In addition to your capability statement, you are invited to submit questions/comments as a result of your review of the draft SOW. Please provide your questions electronically in MS Word, point size no smaller than 12, in a separate attachment from your capability statement. Telephone responses and inquiries will not be accepted. This is not a solicitation and does not obligate the government to issue a solicitation.
