- 52.212-5 This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-RML-D- 1787709 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87 April 6, 2016. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The acquisition is competed full and open and the small business set aside had been dissolved. Description of the Requirement: The National Institute of Allergy and Infectious Diseases (NIAID) at the National Institutes of Health (NIH) requires a unique device for measuring the glomerular filtration rate (GFR) in conscious laboratory animals independent of blood or urine sampling and laboratory assays. The NIC-kidney fluorescence detectors will be used in the Fungal Pathogenesis Unit to determine the function of kidney health in mice; specifically kidney damage associated with infectious agent Canida albicans. Minimum Requirements of the NIC Kidney Device include:  The device must be capable of determining GFC rates, in laboratory mice in a noninvasive manner  Must allow for the transcutaneous measurement of the elimination kinetics of the fluorescent renal marker FITC-Sinistrin.  The instrument must contain light emitting diodes with an emission maximum for FITC at 470 nm and a photodiode detecting the fluorescent light with a maximum sensitivity at 525 nm  Data sets must store in the internal memory or be capable of being stored in the internal memory of the microcontroller or is transmitted to a host computer in real time Please quote the following items and quantities listed below.
