Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This sources sought is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Government is seeking to identify QUALIFIED BUSINESS SOURCES under 2016 North American Industry Classification System (NAICS) 237310 for Highway, Street, and Bridge Construction (Size Standard - $36.5 Million). 1. Project Information: The US Army Corps of Engineers, Vicksburg District requires a construction project for the Narrows Access Bridge Rehabilitation. The Narrows Access Bridge is a 5 span (60 ft. each), two-lane bridge that provides the only public vehicular access across the Little Missouri River at Narrows Dam, AR. The repairs for include replacing the bearings at the abutments (12 total and requires jacking the deck of the bridge at each abutment 1/16th of an inch); replacing the concrete diaphragms above the abutments with steel ones (10 total); repairing the cracked, spalled, and delaminated abutments; adding a concrete backwall to the top of the abutments; removing the current lead based paint system on the superstructure; and re-painting the superstructure. The west abutment concrete repair will require saw cutting the bearing area completely out (29'x3'x1.5') and replacing the rebar and concrete. The east abutment will require patching. There are 3 types of patching provided and the type of repair chosen depends on the extent of unsound concrete found during construction. They will be required to epoxy seal all the cracks at each abutment. The work at both abutments will require excavating the approach roadways and replacing with concrete paving. The contractor will be required to submit a jacking scheme for our approval. Range of Magnitude: $1 Million - $5 Million. Period of Performance: 180 calendar days after Notice to Proceed. 2. Submission Requirements: The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements, as indicated in this posting, to submit a Capability Statement consisting of appropriate documentation, literature, brochures, and past performance information with references. The Prime Contractor must have self-performed on site at least 25% of the direct contract labor. Past performance documentation shall include contact names, as well as a description of the services provided, contract type (i.e., fixed price or cost), and dollar value. Registration in The System for Award Management (SAM) under the corresponding NAICS code is required for submittal and acceptance of capability statements. The company's CAGE Code and DUNS number shall also be included with the submission. The Capability Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate expertise and experience in relation to similar requirements. Any brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Please indicate your interest and/or ability to provide all services in the Description of Work. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information received from potential sources as a result of this sources sought. Respondents will not be notified of the Sources Sought results. Only electronic submissions via email will be accepted. No hard copy or facsimile submissions will be accepted. Responses to this Sources Sought may be e-mailed to Scott Brown at Scott.L.Brown@usace.army.mil with the title "NARROWS ACCESS BRIDGE REHABILITATION" Responses must be received no later than April 29, 2016 by 2:30 p.m., CST. Submissions that are not received within the allotted time and/or do not meet all requirements will not be considered.
