PWS : Section C Contract Requirements Title: Quality Assurance and Liaison Support Services -. The U.S. Department of State, Office of Acquisition Management (AQM), is issuing this Sources Sought Notice, as a means of conducting market research to identify parties having an interest in, and the resources to support this requirement for the Department of State (DOS), Bureau of Diplomatic Security (DS). The results of this market research will contribute to determining the method of procurement and will assist DOS in developing and further defining procurement and acquisition strategies. This market research will identify potential small business sources (including 8(a) business development participants, veteran-owned small businesses, service disabled veteran-owned small businesses (SDVOSB), HUB Zone small business concerns, small disadvantaged businesses, women-owned small business concerns and economically disadvantaged women-owned small business concerns). The anticipated North American Industry Classification System (NAICS) Code assigned to this procurement is 541330 (Engineering and Professional Consulting Services). Interested firms must demonstrate in their qualifications statement that they are qualified to perform the work outlined below under this NAICS Code. This is NOT a solicitation announcement. No contract will be awarded from this announcement. This request for capability information does not constitute a request for proposals and does not bind the U.S. Department of State to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. DOS assumes no financial responsibility for any costs incurred by respondents. No proprietary, classified, confidential, or sensitive information should be included in the response. Background: The Department of State, Bureau of Diplomatic Security performs mission-critical quality assurance and liaison support services at embassies, consulates and other DOS facilities worldwide. The Bureau of Diplomatic Security (DS), Office of Security Technology's (ST) overarching mission is to provide a safe and secure environment for the Department's conduct of diplomacy. The Security Technology Operations (STO) Division is the largest of the three divisions that comprise ST. STO's responsibilities include ensuring efficient, equitable, and standardized fulfillment of technical security services at overseas facilities. In addition, STO performs all domestic technical surveillance countermeasures inspections and provides technical security support for the Secretary of State. The Quality Assurance and Liaison Branch within STO provides analytical monitoring and assessment of DOS technical security related activities and serves as the quality management branch of ST to help ensure, direct and improve the quality of ST products and services. Requirements: The proposed acquisition will require that the prospective contractor to have demonstrated knowledge on these types of services: • Independent Verification and Validation Design Reviews- In this capacity, the Contractor shall help facilitate and maintain effective communication and cooperation between QAL and the various stakeholders involved in providing technical security design services for the DOS. The Contractor shall interact and collaborate with representatives from DS and the Bureau of Overseas Building Operations (OBO) and other relevant stakeholders to ensure that appropriate physical, technical and procedural security measures are incorporated into every technical security project design for U.S. diplomatic facilities. The Contractor shall also function as a subject matter expert and perform ad-hoc inspections and/or assessments in support of various ST programs related to the development and improvement of TSS and related equipment and infrastructure (See Section C, Performance Work Statement for more information). · Liaison Services- Contractor staff shall help facilitate and maintain communication and cooperation between QAL and the various stakeholders involved in providing technical security services for the Department of State (DOS). Contractor staff shall lend advice and provide assessments to help facilitate effective knowledge management. This will be done by providing technical assistance for project planning, coordination, monitoring and reporting through QAL program functions to support ST activities. For more specific liaison services requirements see Section C, Performance Work Statement. · Performance Metrics and Analytics - The Contractor shall provide subject matter experts in the field of metric and analytics to support the effective and efficient implementation of ST initiatives through the strategic integration of a QAL performance metrics and analytics program. The Contractor shall be responsible for the administration and internal management of a program that will provide extensive value engineering data, analysis and professional recommendations to support the overall QAL program and the ST mission and objectives. Through the detailed analysis of key operational factors, the Contractor shall assist ST government managers in implementing processes and procedures that ensure that activity goals are met in an effective and efficient manner, helping to implement quality assurance principles into each activity’s operational structure.*Other Important Considerations: · Data Analysis and Assessment - The Contractor shall provide subject matter experts in the field of data analysis and assessment to support descriptive and multivariate statistical techniques and applications, and database analysis tools and techniques to develop strategic insights to drive ST operational goals. See Section C.4.5 for more specific data analysis and assessments listed (attached). · Transition Plan- The Contractor shall not exceed 30 days from contract award to orderly phase-in and assume operations with minimum impact to the QAL Branch. Government will make all facilities and equipment, cited in the PWS, accessible to the contractor upon contract award. During this transition period the contractor shall complete the staffing, obtain security clearances and employee badges, provide proof of insurance, and complete the required Government furnished training. · Personnel Requirements- The position descriptions for the following job titles are listed in the PWS document attached to this RFI: Program Manager IV & V DesignReviewer/Inspector Performance Metrics Specialist Quality Assurance Specialist Project Management Specialist Data Analytics Specialist Share Point Site Collection Administrator * Personnel working under this contract will be required to have or obtain a Top Secret security clearance. *Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to the RFI or comments submitted in response to requests for information. *Capability Statement/Information Sought: As part of response, respondents should provide the following: • Detailed qualification and capability statement to demonstrate specific past experience providing this type of contract services, specifically reviewing design packages comprised of detailed project drawings, specifications, application manuals and other supporting documentation related to the installation of technical security systems (TSS). • Synopsis of corporate experience and management capabilities, including staff experience, availability, and pertinent training and/or certifications; • Relevant past performance history should identify appropriate levels/types of expertise; Lists of prior completed projects and/or government contracts of similar nature, references, and/or any other related information. If your company has the capacity to perform the services outlined above, please provide the following information: Organization name, address, email address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, and Cage Code. Request your company submit any GSA Federal Supply Schedules (FSS) with schedule number and/or other Government-Wide Acquisition Contract (GWAC) that would permit the company to perform under the given NAICS/requirement description. Information Submission Instructions: The deadline for submitting questions directly related to this announcement is 3PM (EST) April 22, 2016 and shall be emailed to BalboaER@state.gov. The words "Quality Assurance and Liaison Support" must appear in the subject line. Responses are limited to ten (10) pages not including cover page and table of contents. All responses to this Sources Sought Notice must be submitted electronically to Exiquio "Zeke" Balboa, Contracting Specialist, via email at ExiquioER@state.gov and shall have the words "Quality Assurance and Liaison Support" in the subject line.
