- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. The Naval Air Warfare Center Aircraft Division Lakehurst, NJ is soliciting information and comments from industry on its ability to provide an upgrade to the Maritime Patrol Reconnaissance Software Suite (MPRS) software product for the Intelligence Broadcast Service Common Message Format (CMF) processing of the Ultra Electronics Advanced Tactical Airborne System (ATAS), P/N 900-100749-002 REV A, NIIN 5999-01-585-3161, for P-3C Tactical Data Processor currently installed in P-3C aircraft. The ATAS provides the P-3C Anti-Surface Warfare Improvement Program fleet with a tactical and operational picture where the operators can receive, store, correlate and transmit theatre specific real-time sensor and target information. This effort is to formalize the MPRS CMF patch into a new deliverable baseline, remediate Software Trouble Reports, update test criteria/documentation and formally test the CMF interface with the aircraft's Link-16 capability. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This notice of intent is not a request for competitive proposals and is not to be construed as a commitment by the United States Government (USG) for any purpose other than market research. No contract shall be awarded from this market research. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
