Description
INDUSTRY DAY TITLE: Defense Spectrum Organization Projects Associated with AWS-3 Spectrum Transition Plans (1) LTE Characterization; (2) Propagation and Clutter Modeling; (3) Sharing Solutions in the 2025 MHz Band. CONFERENCE DATE: 26 April 2016. Registration starts at 0800; Industry Day starts at 0900 CONFERENCE LOCATION: The MITRE Corporation, 300 Sentinel Drive, Suite 600, Annapolis Junction, MD 20701. REGISTRATION DEADLINE: 22 April 2016. In January 2015, the U.S. Government concluded an auction of the 1755-1780 MHz Federal use radio frequency spectrum to Advanced Wireless Services licensees. On 2 November 2015, the Defense Spectrum Organization's (DSO) Defense Spectrum Relocation Management Team (DSRMT) stood up the Advanced Wireless Services 3 (AWS-3) Early Entry Portal (EEP) and a corresponding EEP Analysis Capability (EEPAC) as an initial operational capability (IOC) that implements the FCC Public Notice (PN) governing the transition of federal operations in the AWS-3 bands. The DSRMT also began coordination with broadcast industry on potential spectrum sharing solutions between the incumbent Electronic new Gathering (ENG) operations and DOD operations re-locating into the band. 1. LTE Characterization This project seeks to develop prototype approaches and models that characterize Long Term Evolution (LTE) User Equipment (UE) output power under a variety of user load configurations, and to develop innovative approaches and models to assess aggregated power from multiple LTE uplinks that would be used to support interference assessments. These prototype approaches and models will be used to increase and improve the precision and effectiveness of the EEPAC product. Propagation and Clutter Models This project seeks to develop a prototype clutter loss model that can be used to create additive propagation loss to standard terrain-dependent models, and to implement that model in an algorithm. These prototype models and algorithm will be used to increase and improve the precision and effectiveness of the EEPAC product. This project seeks to develop an innovative prototype architecture and attending concept of operations (CONOPS) and Use Case (UC) materials for a sharing system between DOD operations transitioning to 2025 and incumbent ENG services. This prototype architecture and attending documentation will be used to accelerate the production sharing system called for under the DISA transition plan. The National Spectrum Consortium is an open consortium with a low barrier for membership. Any interested company, academic institution, or contractor can become a member and join the consortium to widen knowledge and technical expertise to continue to advance in technologies and meet Government needs.
