- Description
- The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications from qualified United States (U.S.) citizens interested in providing Personal Services Contract (PSC) services as described in the attached solicitation for services in Harare, Zimbabwe. Southern Africa is one of the world’s poorest regions with 45 percent of the population living on less than $2 per day. Zimbabwe used to be the region’s economic powerhouse and the region’s bread basket until the turn of the millennium when self-inflicted political and economic shocks reversed previous gains. Currently, Zimbabwe is characterized by a high unemployment rate, a deteriorating health delivery system, and a devastating drought. In the development context, USAID does not have a bilateral relationship with the Government of Zimbabwe. USAID has developed partnerships with US international organizations and local non-governmental organizations focused on developing local capacity to try and overcome these challenges. USAID/Zimbabwe oversees almost $200 million in annual assistance, including the Agency's President's Emergency Plan for AIDS Relief (PEPFAR) program, the President’s Malaria Initiative (PMI), as well as programs in Health, Population and Nutrition, economic growth, democracy and governance, and humanitarian assistance and resilience. The Zimbabwe Mission has a diverse staff of over 97 employees and is part of the over 300 employees under the Chief of Mission authority. While currently USAID/Zimbabwe is separately located from the Embassy and other US agencies, a New Embassy Campus (NEC) is under construction and penciled to be complete by the summer of 2018. All US agencies, including USAID will thereafter be housed at the NEC and the current USAID/Zimbabwe compound decommissioned. The USPSC S/EXO will play a leading role in USAID’s movement to the NEC and the decommissioning of the current compound. USAID/Zimbabwe currently owns five residential properties and there are plans of adding a few more houses to this number. The USPSC S/EXO will lead the identification, negotiation and final purchase of the new properties in consultation with relevant offices that include Regional Security Officer (RSO) and Post Occupational Safety and Health Officer (POSHO) at post and in Washington DC. USAID/Zimbabwe’s Executive Office (EXO) delivers PSC Contracting, Systems Management, Human Resources, Communications and Records, Travel, Program Expeditor services and Facilities Maintenance to the Mission. USAID/Zimbabwe is housed in two owned compounds and receives ICASS service from the Embassy.
