- Strong Bonds Training for Singles and for Couples This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Basis of Award: in evaluating offers the Government is looking for the best value and will consider both price and non-price factors. This solicitation W91ZRS-16-T-XXXX is being issued as a Request for Proposal (RFP). This solicitation is set aside for small business. The NAICS code that applies is 721110. Small Business Size Standard is $32.5 Million. Background: Strong Bonds is the Commander's program executed by the Air National Guard Chaplain Corps to provide training in a safe, low-threat environment, where individuals & couples can develop key skills necessary to build effective relationships. It is a skills-based, relationship-building training that develops and enhances the resilience of Airmen and Families. The focus is on developing whole, happy, resilient relationships. The contractor shall provide a facility and all personnel, supervision, items, and services necessary to accommodate 2 separate training events being conducted at the same time at the same facility. Dates: May 27-29, 2016 Location Requirements: These events must be conducted at a "get-away" location sufficiently removed from base to facilitate a "retreat like setting" that is conducive to relationship building and resilience training. Location must not present concerns of safety, nor environmental stimuli such as large crowds, noise, nor any other factor that precludes the possibility of a low stress environment. The facility must meet all federal and state laws and regulations governing the health, welfare, and safety standards to be offered to these federal service members and their families. The location must be between 1.0 and 3.0 hours' drive from 100 Nicholson Road, East Granby, CT as judged by Google Maps. Please provide a proposal and itemized pricing for the following: 1. Marriage Retreat Lodging for 15 couples (30 people total). Each of the 15 rooms must have at least 1 queen size (or larger) bed. No double beds. Refreshments: bottomless desserts, soda, coffee, water in the conference room throughout event. Buffet style meals for 30 persons: Friday Night Dinner: Chicken/Beef, pasta, soup, salad, dessert, soda, coffee, tea Saturday and Sunday Breakfast: Hot food (scrambled eggs, bacon, sausage, oatmeal), bagels, fruit, juice, coffee, tea Saturday Lunch: Soup/Salads/Sandwiches (light meal) Conference space: Meeting room for 32 people with 4 tables seating 8 persons each. Cost Constraints: Offers higher than a total of $530 per couple may be disqualified. 2. Singles Retreat Lodging for 15 individual persons. At minimum, each of the 15 rooms must have 1 double bed. Buffet style meals for 15 persons: Friday Night Dinner: Chicken/Beef, pasta, soup, salad, dessert, soda, coffee, tea Saturday and Sunday Breakfast: Hot food (scrambled eggs, bacon, sausage, oatmeal), bagels, fruit, juice, coffee, tea Saturday Lunch: Soup/Salads/Sandwiches (light meal) Conference space: Meeting room for 17 people 2-4 tables in classroom layout during the following time period: Friday Night Dinner, all day Saturday and the 1st half of Sunday. Cost Constraints: Offers higher than a total of $225 per couple may be disqualified. 3. Contractor's Manpower Reporting The Contractor's Manpower Reporting Act requires federal contractors to report the number of employees and labor hours involved in federal government contracts such as this one. This process can take an administrative staff member a few hours to complete. This may be priced separately or included in the pricing of services listed above. Reservations for items NOT TO BE INCLUDED IN THIS CONTRACT: Course facilitators will need a reservation for 2 rooms for the marriage program and another 2 rooms for the singles program.
