- This presolicitation synopsis is for noncommercial items prepared in accordance with the format in Part 15 as supplemented with additional information included in this posting. The Virginia Contracting Activity intends to solicit and award a single contract resulting from the solicitation. The acquisition will provide continuity of support services as the proposed acquisition is a follow-on requirement. Solicitation number HHM402-16-R-0030 is a full and open competition under NAICS code 541712, the small business size standard for this NAICS is 1000 employees. This is not a solicitation. This announcement constitutes only a presolicitiation; a written solicitation requesting proposals will be issued at a later date. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the System Award Management (SAM) at http://www.sam.gov. Any potential vendor interested in reviewing the RFP package will be required to have a minimum of Top Secret collateral for personnel security clearances and a minimum Top Secret facility clearance with Secret safeguarding capabilities. The period of performance for the resulting contract(s) will be 5 months from date of award with four option periods of 12 months each, and a possible six (6) month extension of services utilizing FAR 217-8 Option to Extend Services. The solicitation is anticipated to be released on or about 30 April 2016. This date is subject to change without notice. This requirement is for the Defense Intelligence Agency, Directorate for Science & Technology (DS&T) Space CounterSpace (SCS) for contractor support services to sustain SCS mission management, and execution responsibilities; including conducting requirements development, capability gap analyses, test & evaluation, technology development, procurement planning, preparing for and enabling technical collection operations, and data exploitation efforts. The contractor team shall provide expert scientific and engineering advice, Space community expertise, operational support functions, security support and logistic support. No solicitation mailing list will be issued. Offerors are encouraged to review the referenced website frequently for updates and potential amendments to any and all documents. No paper copies of the RFP and its attachments and amendments will be provided. The RFP will include instructions for preparation of offerors proposals, the performance work statement and evaluation criteria. Only email communications to the unclassified e-mail SCS_Contracts@dodiis.mil will be accepted; no phone call communications or personal office visits with Virginia Contracting Activity or its internal and external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation and award process.
