- REQUIREMENT DESCRIPTION - RFI REQUEST FOR INFORMATION The purpose of this Request for Information (RFI) is to assist the Department of Labor (DOL) in conducting market research to determine the interest and capabilities of qualified companies/agencies for providing a hosted central print and mail environment. This request is for information purposes only, to help DOL gain a better understanding of potential solutions. Responses will assist DOL/Office of Workers' Compensation Programs (OWCP) in understanding the available alternatives and analyzing potential approaches for acquiring the systems implementation, hosting, and application management shared services, and software. Respondents must identify any information they consider sensitive or proprietary. The Government will not return any submitted information and the Government will make no payments for information provided in response to this RFI. OWCP established an Outgoing Correspondence Center (OCC) to provide a centralized process for mailing correspondence to claimants and stakeholders in support of its four major disability compensation programs. The current process includes sending documents to a dedicated Outlook in-box via email. The support staff then opens the email, reviews the documents for errors, and either prints the document(s) to process or returns the document to the sender via email if there is an error. The current OCC process is cumbersome and inefficient. OWCP is looking for insight and recommendations on ways to increase mailing efficiency. Interested companies/agencies responding to this announcement should provide the following: 1.Company information including: a.Company name and address b.Size of company (number of personnel, total revenue, ownership, parent corporation, etc.) c.Point(s) of contact including name, phone number, address, and email; length of time in business d.Geographic presence e.Core set of services 2.Describe your current capabilities demonstrating knowledge, experiences, and ability to fulfill the requirements discussed above. As part of this capability discussion, please describe three examples where you have supported projects of similar size, scope and/or complexity to the Department of Labor 3.Identify any conditions or issues that you cannot meet or which may interfere with the project's intention. 4.Provide information on industry-standard performance measures and service-level agreements. 5.Provide any other pertinent information that will assist us in this assessment. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. All qualified vendors including small businesses are invited to participate in this Request for Information. All responses are to be submitted electronically to the DOL contract specialist provided below in Microsoft Word format by 11:59PM Eastern Standard Time (EDT) on Thursday, April 28, 2016. Hard copy responses will not be accepted. Send the email responses to: Erica Nemmers via email at nemmers.erica.s@dol.gov. Phone inquiries will not be accepted. This RFI is not a solicitation or a request for proposal and the Government will not award a contract pursuant to this announcement. No solicitation package is available at this time and requests for solicitation packages will not receive a response.
