- U.S. Fish and Wildlife Service, Portland, OR has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This posting will be referred to under Request for Quotation (RFQ) Number F16PS00420. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) #05-87, effective 7 March 2016. The North American Industrial Classification System (NAICS) number is 541690, Other Scientific and Technical Consulting Services and the business size standard is $15 million. This requirement is a Total Set-Aside for Small Business. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. Award will be made to the offerer that provides the best value to the government. U.S. Fish & Wildlife Service, the lead federal agency for National Historic Preservation Act compliance, seeks an archaeological contractor to conduct archaeological investigations within 19 Oregon Coastal Parks, managed by Oregon Parks and Recreation Department (OPRD), for the installation of new viewing platforms and interpretive panels. The Contractor will conduct archaeological pedestrian surveys and monitoring, and archaeological testing in high probability areas, in locations targeted for the new platforms and panels. These activities will increase our knowledge of archaeological resources in Coastal Parks, which will enable park personnel to avoid future inadvertent impacts to previously unknown sites, and to better preserve, protect, and manage these resources. Interested offered shall provide a narrative not exceeding 5 pages that includes the following: 1.) A narrative that responds to the scope of work which demonstrates that the contractor will conduct excellent descriptive archaeological research, fieldwork, and reporting for the projects. 2.) The names, relevant experience, and roles of the individuals that will work on the contract. A broad description of the experience and qualifications of the contractor ¿s other principal investigators, staff, subcontractors, equipment, facilities, and techniques should not bog down the proposal but, if necessary, should be concisely presented in an appendix to the proposal. Personnel and facility resumes should be attached as appendices. Period of Performance: Project Start Date: Upon award of Purchase Order On-site Testing Begins: Summer 2016 Draft Report Submitted to USFWS and OPRD for review and approval: June 30, 2017 Date of Final Report: December 31, 2017 Please submit your quote on company letterhead with all pertinent point of contact information including SAM Cage Code, DUNS No., and business size/type.
