Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W912LM-16-T-0023 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. The associated North American Industrial Classification System (NAICS) code for this procurement is 541850 with a small business size standard of $15.00M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-04-21 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Little Falls, MN 56345 The National Guard - Minnesota requires the following items, Meet or Exceed, to the following: LI 001: 60 C-Kits will include: a.One pull-up banner that allows for full color art on Performa (or equivalent) fabric. The fabric must be a tight weave light blocking material providing wrinkle free, stain resistant light reflection. Art draft design will be provided by Marketing Department, vender will ensure specs and fit, and Marketing will approve final art design. 30 will be the same art as on left side of B-kit; 30 will be the same art as on right side of B-kit. b.Banners stand must have interchangeable graphic capabilities. The stand must include an accessory pole support hole on both sides of the base. One pole must stand 4? plus or minus 1 inch and have a graphic cut out of 12?w x 18?h Minnesota on ?? foam board, full color art on the state. Graphic must be able to be attached, be able to be removed from pole to be updated when necessary. Art draft design will be provided by Marketing Department, vender will ensure specs and fit, and Marketing will approve final art design. c.Banner stand will have one LED telescoping light fixture. d.Wheeled carrying case that fits all components., 60, EA; LI 002: 20 Additional cases for Line Item 001., 20, EA; LI 003: 10 B-Kits will include: a.Three pull-up banners with interchangeable graphic capabilities that allow for full color art on Performa fabric. The fabric must be a tight weave light blocking material providing wrinkle free, stain resistant light reflection. Art draft design will be provided by Marketing Department, vender will ensure specs and fit, and Marketing will approve final art design. The back wall will have three graphics panels with an arch middle panel that allows a continuous image, and 3D appearance. The art design will also allow the right and left panels to serve as a stand- alone. b.The dimensions of the total display is 109.6? w and 89.9? h, with the arch, plus or minus 1 inch. The stand must allow for the left and right panel to stand alone on their own, each must include an accessory pole support hole on both sides of the base. One pole must stand 4? plus or minus 1 inch and have a graphic cut out of 12? w x 18?h Minnesota on ?? foam board, full color art on the state. Graphic must be able to attached, be able to be removed from pole also be updated when necessary. A bracket will attach to the two stands to provide a strong support for the middle, arched piece. Art draft design will be provided by Marketing Department, vender will ensure specs and fit, and Marketing will approve final art design. c.The carrying case is 20.5?x 15.5? x 43.5? plus or minus 1 inch, but must be able to fit the display and all components. The case turns into a workstation that includes a graphic branded front, a support top, a shelf and a storage space under the lid. d.Each Banner Stand will have one LED telescoping light fixture., 10, EA; LI 004: A-Kit will include: a.Two 46? x 12? towers plus or minus 1 inch (cube-like) with full color high-performance Perfoma (or equivalent) fabric graphics on all sides. The fabric must be a tight weave light blocking material providing wrinkle free, stain resistant light reflection. Art draft design will be provided by Marketing Department, vender will ensure specs and fit, and Marketing will approve final art design. Two compact fluorescent backlight light fixtures for towers. b.Two wheeled hard carrying cases., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Minnesota intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Minnesota is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
