- 1. Joint Base Lewis-McCord Health Contracting Cell is issuing a sources sought notice. This is NOT a solicitation for proposals or quotations. The purpose of this notice is to obtain information regarding: (1) Availability of competition; (2) Their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition; and, (3) The availability and capability of qualified business concerns. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a sole source is necessary. 2. Madigan Army Medical Center, Department of Pathology, WA currently uses a specialized autostainer called the Artisan, manufactured by Dako North America Inc., for complex staining procedures. Special stains employ biochemical staining techniques to identify suspected pathogens or demonstrate specific cellular components within patient tissue specimens that aid pathologists in the evaluation of disease states. An autostainer is an analyzer/instrument that automates these staining techniques for a number of complex special stains that would, otherwise, have to be accomplished using manual methods. A replacement autostainer that uses reagents and slides must be compatible with the Artisan Link Pro Special Stains System. 3. The contractor shall provide autostainer characteristics: a. FDA clearance for various histological complex staining. b. Special staining slide processor with high quality reagents and supplies. c. System includes all required hardware: analyzer, computer workstation (including display, keyboard and mouse), slide labeler, printer (for reports), barcode scanner, and UPS (backup power supply). d. Computer system and data management software. e. Special connectivity method for interfacing analyzer to existing CoPath Plus Anatomic Pathology Laboratory Information System. f. Benchtop model available. g. Option for expansion for more than one system onto a single workstation. h. Offering a large slide capacity of at least 48 slides with individual slide heating. i. Reagents must be applied to patient slides individually. j. Capacity to perform up to as many as 30 different high quality ready to use special stains. k. Must be able to provide system installation and set-up. l. Must be able to provide complete system validation (or assist facility with validation, as needed). m. Must be able to provide training for staff on how to use and troubleshoot the system. n. System must be a fully automated walk-away system. o. Automatic Start/Stop feature must be included. p. Must have the flexibility to perform heated and non-heated stains in the same run. q. Individual slide temperature control. r. On-board drying and dewaxing of slides. s. Onboard maintenance record keeping. t. Onboard quality control (QC) record keeping. u. Simultaneously process up to 14 different protocols. v. Safety considerations that provide minimal exposure to hazardous reagents. w. Automatic waste segregation for solvents, acids, hazardous chemicals from aqueous wastes. x. Additional safety features such as run stops when door is opened. y. Offering adequately large reagent tests pack capacity to support slide capacity. z. Have small footprint, able to fit within constrained workspace of about 50 square inches. aa. Operate within the existing environmental conditions of 15-35 °C and 15-75% relative humidity. bb. 120 Voltages. 4. The intended procurement will be classified under the North American Industry Classification System applicable (NAICS) code 334516, Analytical Laboratory Instrument Manufacturing with a size standard of 500 EMP. 5. Anticipated Contract Type: The anticipated contract type will be a firm-fixed price contract type. 6. Capability Statement/Information Sought: All interested businesses are invited to submit their capability statement electronically of not more than 5 pages. The capability statement should be tailored to this notice and specifically address the company's capabilities to provide the supply outlined above and the company's experience. Capability statements should include the following information: - Company name and address; - Examples of prior completed Government contracts, references, and other related information; - Respondents' DUNS number, point of contact, size and type of business and NAICS code; - Do you have a GSA contract that could be utilized for this supply? If yes, please provide the contract number and point of contact information. 7. All questions must be sent in writing via e-mail and received before the due date for response. Capability Statements will not be returned. Firms are advised that this notice is not a Request for Proposals or a Request for Quote. The notice shall not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract on the basis of this notice or responses thereto. No reimbursement will be made for any costs associated with providing information in response to this notice. Responses to this notice will not serve as a proposal, bid, or offer, and will not be used by the Government to form a binding contract. The sole purpose of this notice is to assess the capabilities and interests of business concerns in performing these services so that a determination can be made on whether or not this requirement will be sole Source. 8. Responses must be received April 22, 2016, no later than 9:00 AM (Pacific Standard Time), via email to Ruby Mejias at ruby.m.mejias.civ@mail.mil. 9. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
