- Sources Sought Response Form THIS IS A SOURCES SOUGHT ONLY - A SOLICITATION IS NOT CURRENTLY AVAILABLE. The intent of this announcement is to obtain a list of potential vendors that supply Helicopter Dip Tanks in support of Air Operations - Wildland Fire and All Hazard Incident Operations. Submission in response to this request is voluntary. The Government assumes no financial responsibility for costs incurred in response to this request of information. The Department of Agriculture (USDA), US Forest Service (USFS) in the Pacific Northwest (Region 6) is soliciting for interested vendors able to provide Helicopter Dip Tanks for use in support of Regional Wildland Fire and All Hazard Incidents. The USFS seeking a possible pool of vendors that may be interested in making their equipment available on a source list available to the Pacific NW Geographic area (Oregon/Washington) prior to the 2016 fire season. Tank Specs are as follows: Tank size: 10,000 gallons or larger Tank needs to be made of a material that will stand up to Type 1 helicopter snorkels and buckets hitting the bottom, sides, and rim of the tank. Opening width: 10 foot diameter (minimum) Height: 8 feet (minimum) when filled Delivery Method: Ground transportable (street legal), but ideally would also be able to be transported by helicopter (longline) to remote sites. Any cables, brackets, or hardware needed to sling the tank need to be able to be made snag-free so buckets or snorkels are not hung up when dipping. The vendor needs to provide all rigging needed from the tank to where the cargo hook is attached to the load. Collapsible tanks are acceptable, but the vendor needs to use their own personnel to setup and takedown in a reasonable amount of time (1 day or less). Pump capacity/filling: 300 gallon per minute pump (minimum) 500 feet (minimum) of hose that can flow the full output from the pump (i.e. 300 gpm). Come with appropriate connectors to fill & drain tank. Include a containment berm to catch fuel spills from the pump and any stored fuel cans. Foot valve/screen that meets USFS specs (per VIPR Water Handling requirements). Backflow preventer to keep water in the tank from draining back thru the system into the water source. Staffing: 2 vendor personnel with 4x4 vehicle, and available for 14-16 hour shifts. Other specs: Need to be able to mix gov't provided Clorox bleach in the tank and thru the pump. An option for staged pumping (pumping through a series of tanks to go up big hills) would be/is desirable.
