Description
THIS IS NOT A REQUEST FOR QUOTE -- Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of Human Resources Directorate (HRD), Personnel Security Operations Division (PSOD) and OSD Senior Executive Management Office (SEMO), intends to award, a one year firm fixed price contract on a sole source basis to Cross Match Technologies Inc., 1601 N Kent St #200, Arlington, VA 22209. The anticipated award for a contract to Cross Match Technologies Inc., is to provide to one (1) fingerprint scanner machine, software, software maintenance, hardware maintenance, and two (2) cabinets under the authority of FAR 13.106-1(b), "soliciting from a single source." Scanners used by PSOD must be able to coordinate, connect, and interface with the U.S. Army network and allow electronic fingerprint submissions to Office of Personnel Management (OPM). The Cross Match Technologies configurations have been investigated, reviewed for compatibility, approved, and vetted by the U.S. Army. Cross Match has also been issued a Certificate of Networthiness to place software on the U.S. Army network. The scanner is also an FBI approved Live-Scan System which can utilize OPM-approved software. The customer, SEMO invested over $50,000.00 for the current Fingerprint/Live Scan equipment and maintenanceby Cross Match Technologies. Any conversion to another software fingerprinting solution would result in increased training costs; increased hardware/software configuration fees; and potential delays to the security clearance verification process, which supports the SEMO office in conjunction with the Presidential and Executive transition mission. Consequently, failure to provide the existing software clearance connectivity would impede the Government's mission critical security clearance verification process for the onboarding of executive level personnel; thereby, negatively affecting the employment/hiring process. The contract is intended to meet HRD/PSOD/SEMO's requirement to conduct mission essential electronic fingerprinting operations in conjunction with vetting Sensitive and Non sensitive positions. The period of performance for the maintenance (software/hardware) will be for one year from 01 May 2016 to 30 April 2017, with two one (1) year options. The primary North American Industry Classification System (NAICS) code is 334118 "Computer Terminal and Other Computer Peripheral Equipment Manufacturing" Business Size Standard of $1,000 employees. This notice of intent is NOT a request for competitive quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. WHS/AD is looking for small businesses able to provide fingerprinting equipment and software to include to following requirements: • Investigative submissions compliant to filter through the Office of Personal Management (OPM), ARMY, and the Federal Bureau of Investigations (FBI). • Electronic submissions of fingerprints must be through a Fingerprint Transaction System (FTS) via an FBI approved Live-Scan System or Fingerprint Card Scan System that utilizes OPM-approved software. • Equipment must be approved to operate on the U.S. Army's network and received a Certificate of Networthiness (CON). • Must be able to coordinate, connect, and interface with the U.S. Army network and allow electronic fingerprint submissions to OPM. Interested parties capable of providing fingerprinting services may identify their interest and submit a capability statement for this requirement by 9:00 AM, Eastern Standard Time(EST) on April 22th, 2016 by email to crystal.j.broadnax.civ@mail.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. All information submitted should support the offeror's capability to provide the services required and shall be furnished at no cost or obligation to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
