Beginning in the early 1990s, the RF spectrum available to support DoD Testing has significantly decreased, as spectrum has been reallocated for non-military use. The ever-growing widespread use of wireless communications devices, using WiFi (IEEE 802.11) or WiMAX (IEEE 802.16), as well as cellular and satellite services, has led to commercial entities seeking increasing amounts of spectrum to support their communication services. The AWS-3 auction repurposed 65 MHz of Federal spectrum to support commercial wireless services, including the 1755-1780 MHz band heavily used to support DoD Testing, specifically Aeronautical Mobile Telemetry. The Spectrum Access R&D Program (SAR&DP) was created in 2014 to support the AWS-3 auction and associated transition plans, conducting the Research and Development (R&D) necessary to implement the current or future relocation or sharing arrangements associated with the AWS-3 auction, enhance DoD ability to operate in a congested RF environment, and advance the state of the art in spectrum efficient and sharing technologies. The SAR&DP Testing portfolio focuses on increasing and enhancing spectrum access through improved spectrum efficiency, leveraging cellular based technologies, enabling the use of alternate spectrum to conduct testing, and enhancing spectrum usage and management at DoD test ranges and facilities. The SAR&DP Testing portfolio is comprised of the following topics: • Cellular Based Range Telemetry • Coded APSK for Improved Spectral Efficiency in Aeronautical Mobile Telemetry • Conformal C-Band/Multi-Band Antennas • Flightline Radio Network with Seamless Handoff • Millimeter Wave Communications for Aeronautical Mobile Telemetry • Space-Time Coding for Multi-h CPM • Spectrum Aggregation Technologies • Spectrum Usage Measurement System The purpose of this event is to increase awareness of contracting opportunities among researchers and developers in Industry, Academia, and Government. Attendees may request a private, individual meeting (approximately 15 minutes in duration) with the Government management team along with the technical Subject Matter Experts for the topics. These focused individual meetings provide an opportunity to ask unique questions or discuss information relevant to the topics that may be proprietary to the attendee. Registration for this event is required, but there is no attendance fee. All interested parties are eligible to attend the Industry Day regardless of their consortium membership status, however, only members of the consortium will be able to participate in any subsequent Request for Proposal as a result of the Industry Day findings. The National Spectrum Consortium is an open consortium with a low barrier for membership. Any interested company, academic institution, or contractor can become a member and join the consortium to widen knowledge and technical expertise to continue to advance in technologies and meet Government needs.
