- The United States Transportation Command (USTRANSCOM)/TCAQ is preparing to acquire air transportation services of passengers/cargo in and around Pt. Mugu as well as drone recovery operations and range test support at the Pt. Mugu Sea Test Range. Fixed-wing transportation is required in and around the Southern California area within a 200 nautical mile radius of Pt. Mugu, CA. Rotary-wing transportation is required between Ventura County airports (Naval Base Ventura County, Pt. Mugu, CA and Oxnard Airport, Oxnard, CA) and San Nicolas Island, CA, Santa Cruz Island, CA within a 1.5 flight hour duration of Pt. Mugu, CA. Contractor shall be able to have fixed-wing aircraft with a minimum payload capability of 800 lbs and 1600 lbs and the capability of carrying up to four or eight passengers, cargo, or any combination up to the capacity of the aircraft required. The fixed-wing aircraft shall have a separate cargo area for large, bulky cargo. Contractor shall have rotary-wing aircraft with a minimum payload capability of 600 lbs and capable of carrying up to 3 passengers, cargo, or any combination thereof, 1000 lbs and capable carrying up to 5 passengers, cargo, or any combination thereof, and 2500 lbs capable of carrying up to 9 passengers, cargo, or any combination thereof. Rotary-wing aircraft must be equipped with night-flying equipment and have the capability of landing on pitching and rolling decks of ships at sea. Contractor shall have rotary-wing aircraft capable of locating, recovering, and transporting 500 and 2500 lbs drones from the open sea. Contractor must be a DOD approved Air Carrier prior to contract award. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR part 861.3 and the DOD Additional Standards for Contract Passenger Operations under FAR Part 135. Period of performance shall begin 1 Oct 2016 or date of award if subsequent thereto, through 30 Sep 2017, followed by four one-year option periods, through 30 Sep 2021, and possiblity of a not to exceed six months extension under FAR 52.217-8.
