Description
The Regional Health Contracting Office (RHCO-P) is seeking information on best commercial practices for a Research Coordination for Nicotine Replacement Study. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or signify an RFQ will ultimately be issued. This request for information does not commit the Government to a contract for any supply or service whatsoever. Further, Joint Base Lewis McChord-Health Contracting Cell (JBLM-HCC) is not at this time seeking quotes. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This is a RFI only to identify sources that can provide a Research Coordination for Nicotine Replacement Study for Madigan Army Medical Center, Joint Base Lewis-McChord, Tacoma, WA. All submissions become Government property and will not be returned. The Contractor will be expected to provide support services to complete the necessary research, development and validation of a (SmartQuit) smartphone application to aid with tobacco cessation with and without nicotine replacement therapy for Madigan Army Medical Center, Joint Base Lewis-McChord, Tacoma, WA. The Research Coordinator will be expected to be operational from 0730 to 1630, Monday through Friday. There will be no requirement to perform services on Federal Holidays. The Research Coordinator will be expected to remain at a location designated by the Government for the duration of the contract performance periods. The contractor personnel (CP) must be able to read, write and speak English effectively to communicate with staff and other employees, must successfully pass a criminal history background check, must be a U.S. citizen, must have knowledge of medical privacy and confidentiality (Health Insurance Portability and Accountability Act (HIPAA), have knowledge of computer applications/software to include Microsoft Office, Outlook and internet familiarity is required. The contractor shall be familiar with Department of Defense (DoD), Federal, State, non-profit healthcare systems and organizations to include DoD Tri Services Military Healthcare Systems, TRICARE purchased care system, Medicare, Medicaid and the Veterans Administration (VA). The contractor personnel must be able to use the various clinical automation systems as required such as, Composite Health Care System (CHCS) and the Armed Forces Health Longitudinal Technology Application (AHLTA). A degree is desired with a medical and/or science experience; ideally experienced with tobacco cessation research and familiar with smartphone applications for health. The Government anticipates that a solicitation, if issued, would consist of a one year contract that would commence as early as 1 July 16. The Government is requesting information that addresses the following: 1) How is this service typically priced (monthly, hourly)? 2) Suggested contracting strategy that conforms to best commercial practices. 4) In order to aid in a possible determination to set-aside the requirement under Federal Acquisition Regulation Part 19, the Government requests that respondents indicate their business name, point of contact, business type (large business, small business, service disabled small business, etc.) in their response. North American Industry Classification System (NAICS) Code for this requirement will be 622310 (size standard of $38.5 million). Respondees are cautioned, however, that this is a general description only. Additional standards and conditions apply. Responses in Microsoft Word for Office 2010 compatible format are due no later than 18 April 2016, 12:01 am PST. Responses shall be limited to six pages and submitted via e-mail only to kendre.m.green.civ@mail.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
