Description
SOURCES SOUGHT SYNOPSIS For USAG-Humphreys Design Bid Build/Design Build Construction MATOC This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Far East District has been tasked to solicit for and award a USAG-Humphreys, and various installations in Korea Design Bid Build/Design Build Construction MATOC or SATOC. Proposed project will be a competitive, firm-fixed price, design/build or design/bid/build, indefinite, delivery-indefinite quantity (IDIQ) contract procured in accordance with FAR 15, Negotiated Procurement using "Best Value" trade-off process to establish the new MATOC/SATOC Contract. Task Orders will be issued using Lowest Price Technically Acceptable (LPTA) process and competed amount the MATOC Pool of Contractors or negotiated procurement if a SATOC is awarded. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced sources capable of performing design, design bid-build, construction, and maintenance type work. This procurement will be a competitive Request for Proposal (RFP) resulting in two or more firms receiving one (1) Firm Fixed Priced (FFP) IDIQ, MATOC. The performance period anticipated is one (1) base year and two (2) option years, not to exceed three (3) years, with a combined capacity Not to Exceed (NTE) $49 Million. The estimated minimum size of a task order is $100,000. The estimated maximum size of a task order is $3 Million with the average size task order being $250,000. Firms must have ability to perform up to three (3) task orders simultaneously. Selection of the successful contractors will be based on the Best Value Trade Off Procedures to establish new MATOC/SATOC contract. Task Orders will be issued using LPTA (Lowest Price Technically Acceptable). Task Orders will be competed among the MATOC/SATOC Pool of Contractors. The typical Design Build IDIQ projects(s) for USAG-Humphreys, Department of Public Works and USACE, Far East District. Work may be several projects packaged together to form the construction contract. As-built drawings and asbestos/lead base paint surveys will be provided when available. Site visits usually will be 2-5 days after the RFP is issued. Packages may be valued from $100,000.00 up to $3 Million. Typical performance periods will be 270-360 calendar days. Contractor personnel performing work under this contract shall have a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance at the time of the proposal submission, and must maintain that level of security clearance during the entire performance of this Contract. Expertise shall be required in architectural, structural, mechanical, plumbing, fire protection, electrical, electronic, intrusion detection, communications (telephone and data), and all other disciplines relating to building construction monitoring, operation, maintenance, and repair. The Contractor shall provide SCI cleared escorts for SCIF IC facility projects. Government escorts are not available. The escorts shall be responsible for escorting and observing Contractor personnel who are not cleared, doing work in the SCIF secure area as required by the project scope and the cognizant security authority having jurisdiction. The escort services shall be provided on an "as needed" basis, which may be after normal duty hours or on weekends. The escorts must be knowledgeable of the construction surveillance requirements specified in the ICS 705 series, and briefed and/or trained IAW the standards determined to be appropriate by the cognizant security authority for each facility. All work must be performed in accordance with ICD 705.3 Technical Specifications. Escorts & Construction Surveillance Technicians (CST) have dedicated duties and functions including observing contractor personnel who are not cleared. Personnel shall be certified "Construction Surveillance Technicians" by the State Department. The Accreditation Official (AO) will require CST certified personnel in every case where foreign national personnel must be used to conduct maintenance, repair, or renovation inside CAA Core spaces IAW ICD 705.1. Contractor shall ensure that construction, repair, and maintenance projects for SCIF adhere to the requirements specified in the Intelligence Community Standard (ICS) 705-1 series and are in consonance with Intelligence Community Directive (ICD) 705. All construction surveillance personnel will be trained IAW the standard determined by the cognizant security authority for each facility. The specific duties of the construction surveillance personnel will be identified in the Construction Security Plan provided by the project Site Security Manager. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about January 29, 2016, and the estimated proposal due date will be on or about February 29, 2016. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, addresses, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute construction, comparable work performed within the past 5 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 4. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, etc. 5. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable 6. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Interested Firm's shall respond to this Sources Sought Synopsis no later than 04:00 P.M., May 26, 2016 (Hawaii Standard Time). All interested firms must be registered in the System for Award Management (SAM) formally known as Central Contractor Registration (CCR) to be eligible for award of Government contracts.
