- SCOPE OF WORK: Work shall include sapling thinning, ladder fuel reduction by hand (typically chainsaw), handpiling pullback, lop/scatter, pruning and associated treatments in compliance with the terms, specifications, and provisions of this contract. This includes furnishing labor, equipment, supervision, transportation, operating supplies and incidentals except those items, if any, listed as Government furnished property (GFP). The following acres for work are applicable to the 2016-2017 work seasons. The work to be accomplished for the seasons will be dependent upon the availability of funding. • An estimate of 2000 acres of east side pre-commercial thinning and handpiling; • An estimate of 1000 acres of ladder fuel reduction and handpiling; • An estimate of 2000 acres of westside pre-commercial thinning and handpiling; • An estimate of 500 acres of thin and lop/scatter; • An estimate of 100 acres pullback; and • An estimate of 100 acres of pruning. PROJECT LOCATIONS: The project locations are on the Cle Elum and Naches Ranger Districts of the Okanogan-Wenatchee National Forest. Due to closures of temporary roads or other blocked access, distance, and geographic location of units walk-in access may be required. It is up to the contractor to know the contract areas and bid accordingly to available access. No additional cost will be appraised. Cost per acre shall include walk-in cost. CONTRACT TYPE SELECTION: This will be awarded as a Firm-Fixed-Price (FFP) commercial item service contract. PRODUCT SERVICE CODE: F099 - Natural Resources/Conservation-Other PERIOD OF PERFORMANCE: Sixty-Seven (67) calendar days. SEASONAL RESTRICTIONS (Cle Elum): Unless a special waiver is granted (based on spotted owl surveys) all activities are prohibited between March 1 and July 31. Activities are prohibited between May 1 and July 15 for elk calving restriction. PLANNED DATE FOR SOLICITATION ISSUANCE: Approximately 15 calendar days from the date of this presolicitation notice. SEASONAL RESTRICTIONS (Naches): Thinning shall be done in late July to early winter to reduce growth of Ips Pini (pine engraver) population. EVALUATION FACTORS FOR CONTRACT AWARD: 1) Proposed performance schedule / crew size availability; 2) Quality Control Plan (QCP); and 3) Price.
