- THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THIS IS A PRE-SOLICITATION ANNOUNCEMENT ONLY. A REQUEST FOR PROPOSALS WILL BE ISSUED VIA FEDBIZOPPS ON OR ABOUT APRIL 26, 2016. The Epidemiology Branch within the Division of Intramural Population Health Research (DIPHR) of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health, intends to solicit proposals to award an IDIQ contract to an organization to establish a study coordinating and management center to support original research projects conducted by its investigators related to the impacts of gestational diabetes mellitus (GDM) and obesity on the health of the offspring. It is anticipated that any resultant contract will be a cost reimbursement contract with a five-year period of performance. Further details will be provided in the Request for Proposals (RFP) to inform interested Offerors of an overview of the type of task orders to be awarded. The Epidemiology Branch is an intramural research group within DIPHR that designs and conducts original epidemiological, behavioral, and biostatistical research encompassing several research domains such as human reproduction and development, pregnancy and related complications, pediatric and adolescent health and behaviors, and methodologic research relevant for our mission. The Division comprises three intramural research branches, Epidemiology, Biostatistics & Bioinformatics, and Health Behavior, and its mission is to design and implement original research with the potential for high impact findings for public health and its special populations. An area of particular interest is pregnancy and related complications and how they may be associated with offspring health. There is growing evidence of the importance of intrauterine exposures, as animal and human studies have suggested that adverse intrauterine exposures may lead to permanent fetal adaptations in anatomy and physiology, which may be beneficial for short term fetal survival, but result in an altered long-term risk of disease later in life. Therefore, there is a critical need to establish cohorts from which to be able to address questions regarding the transgenerational impacts of intrauterine exposures, including GDM and obesity. The primary purpose of the proposed contract is to establish an infrastructure to investigate the long-term transgenerational impacts of maternal obesity and GDM on the 1) metabolic health, 2) vascular health, and 3) reproductive health of the offspring, their determinants and the underlying molecular mechanisms. NICHD is looking for potential sources that have access to an existing cohort of mothers from which to follow-up the offspring to address these questions. NICHD is looking for potential sources that can demonstrate and document experience in recruitment, monitoring, and retention of participants in pregnancy studies, and their offspring. The contractor should have the infrastructure in place to manage and monitor the proposed research study and provide oversight and quality control to recruit mother-offspring pairs from an existing cohort in order to collect new data and biospecimens to fulfill the study objective. The Contractor shall have an established cohort from which to recruit approximately 5000 mother-offspring pairs (with the offspring at least 13 years of age) or subcontract with such a cohort. The established cohort should include comprehensive historical data on women and their offspring that has been prospectively and longitudinally collected. By building upon an existing cohort(s) and applying a hybrid design combining new data collection with comprehensive historical data on women and their offspring the proposed contract aims to address critical data gaps in a timely and cost efficient manner. Recruitment will be monitored to ensure that the recruitment targets have been met. The contractor should demonstrate experience in scientific clinical studies management, training, and current in-house capability and capacity to perform the work.Overall, the contractor will be responsible for: supporting development, implementation, recruitment, coordination and monitoring of the study. The RFP is anticipated to be posted on or about April 26, 2016 on FedBizOpps (FBO) website: http://www.fedbizopps.gov. The due date for submission of proposals in response to the RFP is anticipated to be on or about June 10, 2016. Information in the anticipated RFP supersedes any information in this pre-solicitation announcement. This acquisition has been designated as full and open competition under the North American Industry Classification System (NAICS) code 541712.
