Description
The Naval Air Systems Command (NAVAIR) and the PMA 251 Aircraft Launch and Recovery Equipment program office, are seeking eligible firms capable of providing the design, development, manufacturing and testing of a Navy Power Transformer first article test unit for shipboard application. The required power transformer must be a class AA or FA, 60 Hz transformer with a three-phase primary, dry-type, and is required to continuously operate in an ambient temperature of 50°C without damage or degradation that may compromise the unit's 55-year design life. Based on a review of industry responses to this Request For Information (RFI), NAVAIR will formulate an appropriate procurement strategy. The following document will be made available upon request in order to assist companies in providing a response for the RFI: NAWCADLKE-MISC-481600-0212 Navy Power Transformer Specification. To request a copy of the specification document, please contact Gail Lainhart at Gail.Lainhart@navy.mil It is requested that interested firms submit a capabilities statement package to NAVAIR contracts (AIR 2.2.2.3) of no more than 25 pages in length, single spaced, 12 point font minimum, providing commercial product information, if applicable, and demonstrating capabilities in response to the NAVAIR requirements listed above. This RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool utilized to determine the adequacy of potential concepts as well as a means for collecting comments or suggestions regarding any part of the referenced specification which are incorrect or inconsistent with standard industry design, testing or manufacturing practices of a unit of this type prior to determining the method of acquisition and issuance of a solicitation. The Government is not obligated to and will not pay for any information received from potential sources as a result of this information. The capabilities statement package submittal must address the following information as a minimum: (1) Prior/current corporate experience performing efforts of similar size and scope, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, a point of contact for the Government with current telephone number, and a brief description of how referenced contracts relate to the requirements described herein. (2) Technology/concept rationale, as related to any part of the referenced specification, which adversely impact the design or manufacture of the unit. (3) Comments or suggestions regarding any part of the referenced specification which are incorrect or inconsistent with standard industry design, testing or manufacturing practices of a unit of this type. (4) Contractor's recommended design concept. (5) Rough-order-of-magnitude cost estimate for the design, development, manufacturing, and testing of a Navy Power Transformer first article test unit based on the contractor's recommended design concept. It is not the intention of the Government to obtain proprietary information. However, interested firms should understand that material presented in response to this inquiry may be used by the Government to help formulate requirements documents and specifications. The capability statement package shall be sent by mail to AIR 2.2 contracts, Code 2.2.2.3, Al Hensler, 47123 Buse Road, Building 2272, Naval Air Systems Command, Patuxent River, MD 20670. The response may also be sent via email to Alfred.Hensler@navy.mil. Submissions must be received no later than 4:00 p.m. Eastern Time on 05/26/2016.
