- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) hereby announces its intent to award a sole source contract to YouGov America, Inc., 805 Veterans Boulevard, Suite 202, Redwood City, CA 94063 for the acquisition of (Essentials for Childhood Baseline data) data for a representative sample of US adults (2500 for national representation and 800 in each of the following states: California, Colorado, Massachusetts, North Carolina and Washington state. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 541910, Marketing Research and Public Opinion Polling. The period of performance for this procurement is one 5-month base period. The purpose of this procurement is to purchase existing baseline-level data of the public's awareness and commitment and current norms related to child maltreatment at both the national-level and state-level for the 5 states funded to implement Essentials for Childhood (California, Colorado, Massachusetts, North Carolina and Washington state) from YouGov America, Inc. YouGov America, Inc. is the only company that can conduct this work because they are the only company that is collecting the necessary data needed for this work. YouGov uses a target frame for their sample created from the American Community Survey conducted by the United States Census Bureau. Among survey research firms, only YouGov uses a sample matching technique with propensity scores to match panelists to their target frame. Propensity score matching is a well-accepted statistical technique for generating samples based on strata. YouGov has a panel of over 1 million participants and is able to provide estimates at both the national and state level. Because YouGov's samples are demographically representative of the U.S. and of each state, it will allow us to generalize the findings to the U.S. and each state. Their winter survey included questions that capture constructs relevant to our program's goals (i.e., awareness of why some children struggle in the U.S., support for alternative strategies to help children succeed, current child-rearing practices and perceived social norms related to child maltreatment). In addition, the data was collected prior to the national screening of The Raising of America, a documentary that Essentials for Childhood is using to raise awareness and commitment. Therefore, YouGov's data is timely for our baseline. Other products considered were not acceptable because their panel is small (~50,00 compared to YouGov's 1 million participants), unable to provide state-level estimates, used highly skewed samples or unwilling to disclose the size of their opt-in panel. In addition, other products used a random-digit-dial to select their sample with mail follow-up; this method is problematic due to non-response and public movement to cellphones. YouGov is the only company that can meet our requirements. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will issue only one solicitation to YouGov America, Inc. However, all responsible sources who believe they can meet these requirements may submit their capabilities/qualifications to Tonya S. Justice, Contract Specialist, via email to TJustice@cdc.gov NO LATER THAN 6:00pm EST on April 26, 2016. Reference solicitation number 2016-Q-64954 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
