Description
**THIS NOTICE SERVES TO UPDATE THE PREVIOUS SPECIAL NOTICE ISSUED FOR THIS EFFORT W15QKN-16-Z-2920**. The Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)), Program Executive Officer Enterprise Information Systems (PEO EIS), and Army Cyber Command and Second Army (ARCYBER & 2A) hav issued an update to Army Cyber Innovation Challenge #2, requesting software-based prototype models. In this challenge, the Government seeks an advanced software based continuous monitoring and risk scoring (CMRS) prototype solution. The CMRS prototype will allow commanders to maintain ongoing awareness of information security and to visualize vulnerabilities and threats which impact mission execution and to support risk management decisions. The high-level objective is to deliver actionable results to commanders through the use of an advanced CMRS capability. The CMRS will at a minimum include the three related focus areas of data, computing resources, and information sharing. The data focus area of the challenge will be to identify the data, the data sources, and the data flows needed to provide an advanced CMRS capability and their maintenance over time. The computing resources focus area of the challenge will be to identify the storage and processing capabilities needed to provide this type of capability and their maintenance over time. The information sharing focus area of the challenge will be to identify the application presentation and information sharing capability needed to provide this application presentation and their maintenance over time. The Industry day was conducted in mid-November in the National Capital Region which provided Industry/Academia the opportunity to obtain further details and engage in discussion on Government requirements with the Government sponsors. This Industry Day allowed interested members of industry and academia to meet and discuss details with key Army stakeholders, Army Cyber, TRADOC Cyber Center of Excellence (CoE), ASAALT Program Executive Offices (PEOs). Publicly released materials are available at http://www.afei.org/PE/6A30/Pages/default.aspx. This is not a Request for Proposals or Request for Quote, but for planning purposes only. A contract award will not be made from this announcement. The purpose of this announcement is to provide members of industry advanced notification of government intent. The requirement was released through the Consortium for Command, Control, Communications and Computer Technologies (C5) on 4 April 2016 with vendor responses expected on/before 19 April 2016. Membership in C5 is required in order to participate. For information on the C5 and/or how to become a member, visit the following website: http://c5technologies.org/.
