- Humbug Culvert Response Form This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotes (RFQ) is for supply and delivery of corrugated metal pipe arch of vary diameters and lengths with associated connector band hardware, for use in maintenance of existing government roads. The delivery is to be made to the US Forest Service equipment yard located at 1301 5th Street Susanville, CA 96130. The estimated start date is May 1, 2016. The solicitation number is AG-9AC7-S-16-0084. The project is set aside 100% for small businesses. The applicable NAICS code is 237310. The Size Standard is 3.65 million. The Product Service Code is 4710. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87 (March 7, 2016). All responsible sources may submit a quotation which will be considered by the Government. The Government intends to make a single award based on the lowest price technically acceptable. A written quote is requested in the format of the quoter's choosing. Item 1- 24‐ inch equivalent corrugated steel pipe arch, 14 gauge, 20 foot length, 50 each. Item 2- 24‐ inch equivalent corrugated steel pipe arch coupling band, 30 each. Item 3- 60‐ inch equivalent corrugated steel pipe arch, 12 gauge, 20 foot length, 4 each. Item 4- 60‐ inch equivalent corrugated steel pipe arch, 12 gauge, 10 foot length, 2 each. Item 5- 60‐ inch equivalent corrugated steel pipe arch coupling band, 4 each. Supplies will meet the following specifications: 707.01 Ductile Iron Culvert Pipe. Conform to ASTM A 716 for the sizes specified. 707.02 Metallic-Coated Corrugated Steel Pipe. Furnish pipe, special sections (such as elbows, branch connections, and prefabricated flared end sections), and coupling bands conforming to AASHTO M 36 and either AASHTO M 218, M 274, or M 289 for the dimensions and thicknesses specified. Fabricate underdrain pipe from steel sheets with a minimum thickness of 0.052 inches. Use any class of perforation specified in AASHTO M 36. 707.03 Aluminum-Alloy Corrugated Pipe. Furnish pipe, special sections (such as elbows, branch connections, and prefabricated flared end sections), and coupling bands conforming to AASHTO M 196 for the dimensions and thicknesses specified. Fabricate underdrain pipe from aluminum sheets with a minimum thickness of 0.048 inches. Use any class of perforation. 707.04 Asphalt-Coated Pipe. Furnish pipe, special sections (such as elbows, branch connections, and prefabricated flared end sections), and coupling bands conforming to Section 707 as applicable for the kinds of pipes to be coated. Coat the pipe with asphalt material conforming to AASHTO M 190 for the type of coating specified. Coat special sections (such as elbows, branch connections, and end sections) and coupling bands according to AASHTO M 190. Coat flared end sections with an asphalt coating conforming to AASHTO M 190, type A or a field applied asphalt mastic coating conforming to AASHTO M 243. 707.05 Steel Structural Plate Structures. Furnish structures and assembly fasteners for connecting plates conforming to AASHTO M 167 for the sizes and types specified. 707.06 Aluminum-Alloy Structural Plate Structures. Furnish structures and assembly fasteners for connecting plates conforming to AASHTO M 219 for the sizes and types specified. 707.07 Asphalt-Coated Structural Plate Structures. Furnish structures conforming to either Subsection 707.05 or 707.06 as applicable. Coat with an asphalt coating conforming to AASHTO M 190, type A or a field applied asphalt mastic coating conforming to AASHTO M 243. If the asphalt coating is applied to the plates before field erection, identify each plate's nominal metal thickness by painting the data on the inside surface of the plates after coating. Deductions may result if too many pieces of riprap arrive damaged/ broken or are delivered considerably later than the agreed delivery date; or, the Government may require replacement of the damaged piece(s) without additional cost. Invoicing and Payment After delivery is complete, the Contractor shall create and submit an invoice less any deductions via the Invoice Processing Platform (IPP) at www.ipp.gov. Payment will be made by Electronic Funds Transfer (EFT) to the bank account the Contractor designated in its SAM Entity. A SAM Entity of any status other than ‘Active' will prevent payment.
